Title: Project Controls and Special Projects Administrator
Purpose: This position will serve as the Systems Administrator for Oracle Unifier Project Controls, including system configuration, staff training/support, process development, user rights administration, Vendor administration, and first-level support. This role will be responsible for ensuring that the Project Controls platform is being effectively used by Project Managers, Procurement, Grant Administrator, and Accounting and that the tool provides meaningful outputs for department heads while supporting the development and maintenance of the MTA and RTA Capital Spending Plans. In addition, this position will provide project management support to the Enterprise Systems Manager as needed for various technology-focused projects.
Reports to: Enterprise Systems Manager
Essential Duties and Responsibilities:
- With the Engineering Department, coordinate the successful implementation and deployment of Project Controls within the agency
- Work directly with the system vendor to identify and address issues during and after implementation, including entering and tracking support tickets with the vendor and escalating issues as necessary
- Perform comprehensive system testing, including integration testing with related systems
- Coordinate with various departments to understand requirements and make configuration changes to support these requirements
- Onboard new users into the system, setting up login credentials and permissions and providing basic training
- Ensure the accuracy of data inputs within the Project Controls system, auditing information and meeting with staff to address data quality issues as needed
- Develop and maintain custom reports, including using system data for purposes of project progress monitoring and Capital Spending Plan development
- Serve as Deputy Project Manager on major technology projects in support of the Enterprise Systems Manager and Deputy Chief Operating Officer for Operations Systems
- Develop and maintain SOPs and business processes within Project Controls
- Update training materials
- Coordinate business continuity and disaster recovery preparation as related to Project Controls
- Provide vendors with training and manage system access

Knowledge and Skills Required
- Project Management experience, including using project management software (Oracle Unifier preferred but not required)
- Experience as an advanced user or system administrator for specialized software applications
- Knowledge of Information Technology best practices
- Experience managing a budget, especially for capital expenditures
- Preferred knowledge of public/government sector and public transportation operations
- Software training and/or technical support experience
Minimum Job Requirements
Bachelor’s degree or equivalent in Business or Public Administration, Project Management, Accounting, Information Technology, Data Analytics/Data Science, or related field. Two or more years’ experience working in public transportation, or two or more years’ experience working in the public or private sector in an Information Technology or Project Management capacity. Project Management Professional (PMP) or equivalent certification preferred but not required.
