Purpose of Classification:
The purpose of this classification is to manage and oversee the water and sewer system operations and staff involved in the planning, installation, maintenance and repair of water and wastewater utility infrastructure and ensuring compliance with Environmental Protection Agency and Georgia Environmental Protection Division regulatory guidelines for the County's water/wastewater utility.
Essential Functions:

Manages, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Coordinates work activities of water and sewer systems maintenance programs, warehouse operations, contract and project management, and customer service and dispatching: prioritizes work activities in order to meet objectives; ensures subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex and problem situations and provide technical expertise; and provides progress and activity reports to County management as requested.
Develops and implements long- and short-term plans, goals, and objectives for assigned areas: researches, assesses and develops strategies to meet current and future water and sewer system infrastructure issues and needs.
Develops and implements budget for assigned areas: allocates department resources; monitors expenditures to ensure compliance with approved budget; and maintains related documentation.
Administers water and sewer system construction, maintenance, and unit price contracts: prepares, reviews, approves or denies, and enters competitive proposal documents, bid requirements, application packets, prequalification sheets, etc.; conducts pre-proposal and pre-bid conferences; monitors work in progress and completed work by contractors to ensure compliance with contract specifications and established construction standards; and maintains related documentation.
Consults and communicates with County administrators, Water System administrators, County employees, outside agencies, contractors, customers, and other individuals to review operations and activities, review and resolve problems, receive and give advice and direction, and provide recommendations: attends and facilitates meetings; and provides information, reports, documentation, etc. as requested.
Ensures all work activities in assigned areas are in compliance with all local, state and federal water and wastewater regulations and rules: initiates any actions necessary to correct deviations or violations; receives, reviews, submits and/or publishes sampling and other reports required by regulatory authorities.
Minimum Qualifications: Bachelor's Degree in Engineering, Construction Management, Business Administration, or related field required; 11 years of progressively responsible experience in managing multiple aspects of water utility systems maintenance, to include five years of management experience for a comparably sized organization or as an assistant director for a smaller organization; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license. Must possess and maintain Water Distribution and Wastewater Collection System Operator
