Purpose of Classification:

The purpose of this classification is to assist the Director of Innovation and Technology in planning and coordinating information technology initiatives, programs, and policies and to manage the daily operations of the department.  

Essential Functions: 

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Manages, directs, and evaluates assigned staff; oversees employee work schedules to ensure adequate coverage and control; reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and County administrators and elected officials; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to County administrators and elected officials.

Assists in directing the operations of the Innovation and Technology Department; assists in planning and directing department programs, services, resources and staff; assists in developing and implementing policies, procedures and standards; and ensures that operations comply with local, state and federal rules, regulations, laws and ordinances.

Monitors and evaluates department services and operations; makes recommendations regarding administrative, organizational, and operational needs; assists in developing and implementing short-term and long-term goals and objectives, that impact County-wide information system users; reviews technical standards, operating practices, and procedures; implements changes for improved operational efficiencies; identifies strategic initiatives; develops operational work plans; and assigns projects to management staff.

Directs the development of standards for the County's information technology infrastructure, including networks, computing platforms, operating systems, storage architectures, disaster recovery, etc.; develops and manages the investment strategy for information system, such as software, hardware, and services; and determines the appropriate model for delivering technical support from a variety of service divisions to a wide range of customer agencies.

Assists in developing and administering the departmental budget; provides oversight for the acquisition of information technology equipment, products, and services, to include budget planning, procurement, and contracting; forecasts funding needs for staffing, equipment, materials, and supplies; monitors expenditures to ensure compliance with approved budget; and manages the acquisition of and use of granted funds for various information systems.

Leads and coordinates information technology resources during emergency incidents such as weather events, natural disasters, civil disturbances, etc.; and ensures continuity of operations and implementation of disaster recovery plans.

Maintains an awareness of new applications, technologies, technical methods, trends, and advances in the profession; reviews professional publications, technical manuals, and websites to increase knowledge of network operations; and attends conferences, workshops, and training sessions as appropriate.

Minimum Qualifications:

Bachelor’s Degree in Computer Science, Information Systems, Information Technology, or related field required (Master's Degree preferred); ten years of progressively responsible experience in information systems and technology, systems analysis, or systems administration, with three years of management experience for a comparably sized organization or as a deputy director for a smaller organization; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required:  Must possess and maintain a valid Georgia driver’s license.
