DeKalb County seeks an experienced and strategic leader for Director, Code Compliance/Enforcement to play a critical role in directing the County’s code compliance activities.

This position is appointed by the CEO and oversees the Code Enforcement Department to ensure properties and businesses adhere to zoning, local building, property maintenance and other maintenance codes.

As a member of the CEO’s executive management team, the Director, Code Compliance/Enforcement will provide key input to county administration on significant matters regarding the investigation of code violations and enforcement of county ordinances. This position serves the public by promoting healthy and safe communities through effective public education and active code enforcement programs. The ideal candidate will have:

Pay Range: $150,000 depending on education and experience

This position is non-merit and serves at the pleasure of the appointing authority

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Manages, directs, and evaluates assigned staff; develops and oversees employee project schedules to ensure adequate coverage and control; compiles and reviews status reports; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and county administrators and elected officials; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work; prioritizes and schedules work activities to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to county administrators and elected officials; and revises procedure manuals as appropriate.

Directs the code enforcement and compliance program; ensures enforcement of various local, state, and federal laws, codes and ordinances through subordinate staff; oversees code violation data, citations and citizen complaints; and recommends solutions to resolve issues between communities, developers and businesses.

Develops and implements long and short-term plans, programs, goals, and objectives for the department; collects and analyzes multiple sources of data; evaluates effectiveness and efficiency of department activities and staff; reviews and revises policies and procedures; and researches, assesses, and makes recommendations regarding strategies to meet current and future needs.

Manages the review and evaluation of policy changes and amendments; determines impact of changes to codes, regulations and laws on department work processes and citizens; briefs, advises and makes recommendations to elected officials regarding complex and sensitive code compliance and enforcement issues; and finalizes enforcement policies, procedures and strategies based on adopted changes.

Develops and implements budget; recommends staffing levels, equipment, materials and other budget allocations; monitors expenditures to ensure compliance with approved budget; and prepares and submits budget documentation and reports.

Serves as the subject matter expert and represents DeKalb County for code compliance related issues; creates and maintains positive public relations with the general public and represents the county at various functions; attends various meetings and events; makes presentations to general public; and provides information to respond to questions regarding department activities.

Minimum Qualifications:

Bachelor’s degree in Construction Technology, Engineering, Architecture or a related field required (Master's degree preferred); ten years of experience in code compliance with three years of management experience for a comparably sized organization or as a deputy director for a smaller organization; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required:  Must possess and maintain a valid Georgia driver’s license and GACE certification or ICC Property Maintenance and Housing Inspector certification.
