Job Summary
This position serves as the Associate Director (AD) of Operations in the Department of Parks and Recreation (DPR), whose mission is to provide equal and open access to Gold Standard recreational programs, services, and facilities across all 8 Wards. This mission encompasses providing support services and managing basic facilities and maintenance for all DPR staff and inventory. The AD serves as the supervisor for all of support services, inclusive of transportation, administrative functions, budgeting, warehouse functions, inventory systems, audio/visual, maintenance and facilities, and other duties as assigned. The AD reports directly to the Deputy Director of Administrative Services.
Duties And Responsibilities
The incumbent is responsible for oversight, administration and effectiveness of support services, services delivery, management of transportation/fleet, supporting basic facilities and maintenance of parks and recreation and as such serves an integral role in assuring the quality of operations through the provision of logistical support, audio-visual support, mail services, safety adherence, basic custodial support, special events coordination, budget and other managerial matters. Incumbent may solicit support from community, occupational and professional organizations, groups, and public-private entities as well as individual supports and contributions. Oversees the day-to-day warehouse, support services and basic facilities and maintenance- which includes planning, organizing, inventorying, coordinating and implementing operation activities, assigning appropriate staff and contractors, evaluating their performance, making adjustments as determined necessary and delegating responsibilities to ensure completion and adherence. Responsible for the department's fleet in excess of fifty vehicles. The transportation of all-aged program participants and the physically challenged, adaptive transportation, etc. including trash compactors, cherry pickers, mobile lights, etc.
Maintains the department's inventory of all assets, disposable and long-life articles. Responsible for correct reporting and monitoring all agency assets (furniture, supplies and equipment). Manages the movement of supplies and equipment within all DPR facilities. Represents DPR at meeting and conferences internal and external to the DC Government, community meetings and speaking engagements. Prepares informational and briefing papers for the Deputy Director and other pertinent staff members. May provide training to subordinate staff to develop and build expertise. Develop and manages annual operating budget for warehouse and support services. Estimates long and short-range action plans, order supplies and equipment. Monitors activities and evaluates program objectives to ensure that they are responsive to the needs of the agency. Maintains oversight and responsibility of subordinate staff of over 20 full-time employees. The incumbent conducts employee evaluations, training and recommendation of promotions, reassignments, selection appointments, and disciplinary actions. Performs other related duties as assigned.
Qualifications And Education
Specialized Experience – Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Licenses and Certifications
The incumbent is required to possess a valid motor vehicle operator’s permit and be able to obtain a District Government motor vehicle operator’s permit.

Incumbent must complete and successfully pass a Criminal Background Check pursuant to Chapter 4 of the D.C. Personnel Regulations (Suitability).
