Job Summary
This position is located in the Facility Management Division (FMD) of the Department of General Services (DGS). The Facility Management Division is responsible for the management, operations and maintenance service activities in the District of Columbia government owned and leased buildings. The incumbent in this position will serve as Building Manager in one of the service areas, responsible for managing the operation and maintenance of large to very large buildings and facilities owned or leased by the District of Columbia.
Duties And Responsibilities
The Building Manager will participate in the planning, developing, administration and internal controls in the service area budget. Maintain appropriate monitoring and reporting systems to accurately account for units of service delivered and resources utilized; ensures appropriateness, timeliness, quality and quantity of services provided by the service are independently initiates service improvements consistent with the administration’s and agency established directives, goal and objectives. The incumbent provides supervisory guidance to staff; plans, manages, directs and supervises the subordinates within the assigned Service Area. Surveys and actively inspects present building conditions to ascertain need for immediate and long-range repairs and improvements.
Qualifications And Education
Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. An example of specialized experience is the ability to; analyze problems to identify significant factors, gather pertinent data, and recognize solutions, plan and organize work.

Work Environment/Conditions
The work involves safety precautions when visiting properties/facilities that require wearing a hard had during walk through, investigations and inspections, also performs assignments in an office setting.
Other Significant Factors
Tour of Duty: Monday through Friday, 8:30 a.m. – 5:00 p.m. Incumbent is “on-call” to respond to emergency situations twenty-four (24) hours per day, seven (7) days per week.
Pay Plan, Series and Grade: MS-1176-13
Promotion Potential: None
Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit: This position is not in a Collective Bargaining Unit.
Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.
