Job Summary
This position is located in the Department of Licensing and Consumer Protection (DLCP), Office of Information Services (OIS). The mission of DLCP is to protect the economic interests of
residents, businesses, and visitors in the District of Columbia by licensing, and regulating businesses, and investigating and enforcing the Consumer Protection Procedures Act.
Incumbent is responsible for providing network, telephone, computer hardware and software support, and information services to agency management and staff so they can use technologies to produce, communicate, and manage information without undue delay.
Duties And Responsibilities
Plans, directs, coordinates, and implements OIS services and functions of the DLCP. Manages and ensures collective coordination of multi-disciplined managers and/or contractors assigned to DLCP programs; ensures work is planned and executed according to applicable policies, procedures, and guidelines. Ensures periodic and comprehensive assessments and evaluation of OIS program goals and objectives to provide a basis for long range planning and to enhance DLCP capabilities. Identifies and implements reform initiatives to reduce total costs and meet customer requirements. Performs quality assurance reviews to ensure effectiveness of information systems relative to customer requirements.
Develops and maintains working relationships with DLCP program officials to ensure information needs of operations and program areas are met. Develops partnerships with corporate entities to augment leadership development opportunities in the DLCP and lays groundwork for other private/public sector collaborative projects. Guides and directs subordinate managers in strategic planning of respective areas and ensures implementation of organizational goals and objectives of various functions and subordinate activities. Represents the Director within external agencies and organizations by establishing, developing, and maintaining effective working relationships with other coordinating organizations. Delivers presentations on program status, accomplishments, problems, and program objectives to senior DLCP officials, other government officials, and executives, both internal and external.
Qualifications And Education
Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Individuals must have IT-related experience demonstrating each of the four competencies listed below:
Specialized Experience
Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
