Job Summary

This position is located in the Department of Buildings (DOB), Office of Chief Building Official. The Office of the Chief Building Official is responsible for oversight of the commercial built environment through plan review, permitting, and inspections activities. The Office of the Chief Construction Inspection Official consists of Third-Party Construction Inspections, Commercial Construction Inspections, Illegal Commercial Construction Inspections, and Resident Inspectors. The DOB protects the safety of residents, businesses, and visitors and advances the development of the built environment through permitting, inspections, and code enforcement.

Incumbent in this role is responsible for establishing and managing long and short-term program goals, developing, analyzing, and evaluating new or modified program management policies, regulations, goals, and objectives.

Duties and Responsibilities

Incumbent serves as the senior manager overseeing all construction inspection operations, as well as ensuring the habitability and compliance of commercial properties to universal construction building codes. Provides strategic direction for all inspection activities of the Office of Commercial Inspections. Incumbent plans, organizes, and supervises the effective operation of the DOB’s assigned code inspection programs and other departmental activities in accordance with the mission, goals, and directives of the agency. Incumbent develops new programs to support the strategic direction of the agency if assigned; advises and consults with administration and division managers; meets with staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures of the programs. Incumbent establishes and manages long- and short-term program goals; develops, analyzes, and evaluates new or modified program / management policies, regulations, goals, or objectives. Incumbent develops, implements, and maintains complex procedures, administrative monitoring practices and controls to obtain smooth and effective operation of the code enforcement inspections program. Coordinates work activities of the program to meet key performance indicator (KPI) and service level agreement (SLA) goals; identifies, develops, and implements program improvements and determines resource allocation.

Incumbent develops and analyzes program reports; directs the preparation of weekly, monthly, and annual reports; directs the gathering and analysis of data and reports necessary to document and evaluate processes and services. Incumbent directs and monitors work of subordinates to improve, evaluate and advise on organization methods and procedures, and rewards performance. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs while continuing to address major program priorities. Incumbent establishes and manages long- and short-term program goals. Responsible for the identification of service gaps, problems, and deficiencies. Incumbent develops service strategies to improve, refine or broaden program areas in response to evolving needs of the District and the community. Develops plans and strategies to monitor and evaluate program efficiency and effectiveness based on established KPIs, SLAs, or other associated outcomes and benchmarks. Sets performance measures for program area.

Qualifications and Education

Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Licenses and Certifications

ICC Certifications in Commercial Construction Code. Incumbent must possess and maintain the certifications during their tenure.

Licensure as a Professional Engineer and professional certification(s) are preferred.

The work is performed in an office setting.

Duration of Appointment :  Management Supervisory Service (MSS) : At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit :  This position is not covered under a collective bargaining unit.

Position Designation : The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.

Residency Requirement : If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

Salary : $114,441 - $160,216
