INTRODUCTION
This position is located in the Department of Disability Services (DDS), Office of the Chief of Staff, Operations Division, Provider Relations Unit (PRU).
The Provider Relations Unit is responsible for provider relations including contract administration, managing and supporting providers, and sourcing new providers with a variety of for profit and not-for-profit entities delivering services / goods to DDS. The unit works collaboratively with providers to ensure they meet the standards set forth by the DDS and ensures clients receive services which meet their needs and lead to a quality life experience. Works under general supervision of the Operations Division Program Manager.
MAJOR DUTIES
Manges a contract portfolio with moderate complexity and moderate monetary value that will not exceed one million. The contract portfolio consists of 30 or less providers.
- Approves or disapproves providers’ requests for payment.
- Reviews invoices for complete, correct, and compliant content and for sufficient budget on the purchase order (PO). If inaccurate, contact the provider for clarification / correction; if there is insufficient budget, requests additional funds from the Financial Services Unit.
- Approves invoices and routes to the Business Service Unit for processing and payment.
- Works to ensure all invoices are paid in accordance with the District’s Prompt Payment Act.
- Works with the DDS’s Office of Contracts and Procurement (OCP) and / or service divisions in the development of contracts for the provision of services / acquisition of goods including, but not limited to, writing statements of work (SOW) and any other contract documents for new or modified POs and / or human care agreements (HCAs).
- Participate and support senior Contract Administrators and / or PRU Supervisor in negotiation of contracts / contract modifications.
- Assists in identifying new / additional providers. Submits recommendations to OCP and / or service divisions.
- Assists in the development of inspection techniques to determine the appropriateness of provider.
- Assists new providers in the submission of all necessary paperwork and onboarding to register as a District provider. Ensures all required information is obtained (, credentials, personnel rosters, local licensure, audited financial statements, and applicable policies and procedures).
- Conducts 30, 60, 90 day and / or yearly Vendor Performance Evaluations of providers.
- Confirms providers are in compliance with contracts. May participate in data collection, client satisfaction surveys, and analysis of provider performance.
- Makes recommendation to PRU Supervisor in regard to the termination of contracts with provider for poor performance and / or the necessary actions to improve subpar performance.
- Conducts regular meetings with providers and accompanies higher-level Contract Administrators or supervisor to provider site visits.
- With the oversight of the PRU Supervisor, works with providers in the resolution of any issues that would impair the provision of services to DDS clients.
- May perform contract cost analysis individually or in consultation with others.
- Performs other duties as assigned.
QUALIFICATIONS
Applicant must have Specialized Experience at the next lower grade level. Three (3) years of experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
A 4-year course of study leading to a bachelor's degree with a major in any field;
At least 24 semester hours in any combination of the following fields : accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
EDUCATION
Minimum requirement : Bachelor’s degree in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management preferred. An equivalent combination of education and / or experience is required.
WORK EXPERIENCE / KNOWLEDGE REQUIRED
Thorough knowledge of the mission, policies, goals, structure, administrative and operating procedures of DDS, as they relate to provider relations and contract administration functions and responsibilities, including, but not limited to : Federal and District regulations regarding providing services to people with disabilities, contract administration policy and procedures, DCMR provider qualifications, enrollment process, renewal application, and contract language / provisions.
Knowledge of automated procurement support systems and Microsoft Office;
Solid skills in oral and written communications; basic customer service and interpersonal skills required to response effectively to requests and complaints.
Knowledge as would be evident with three years of increasing responsibility in general accounting, finance, or contracting experience.
Collective Bargaining Unit
This position is in the collective bargaining unit represented by local union AFGE 383.
