The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470 early childhood facilities, 250 schools, 60 local education agencies (including DCPS and charter organizations), and countless community-based organizations.
OSSE’s Division of Health and Wellness works with schools and community-based organizations to promote positive healthy behaviors and to improve the quality of life for children and youth in the District of Columbia. The division works with schools, child development facilities, and community-based organizations to provide capacity building, programming, data, as well as federal and local funding for health and nutrition programs.
The Data Analysis Manager, Data and Strategic Initiatives catalyzes the division’s impact by developing data-driven strategy and implementing cross-cutting initiatives in support of the division’s goals at the intersection of health and education.
Duties
Directs the activities of a small staff to perform data collection, analysis, and visualization; produce high-quality reports; develop and implement strategic programmatic initiatives; and support evaluation of division programs. Responsible for developing and implementing a strategic approach to collecting and leveraging high-quality data to improve the quality of health and nutrition education and programming as well as the educational outcomes and overall wellbeing of students.
Assures confidential handling, storage, and treatment of individually-identifiable data by abiding by security procedures that meet or exceed those required by state or federal laws or regulations. Develops and recommends strategies on matters related to data tracking and research. Designs data collection methodologies. Prepares report of the findings and recommendations. Keeps abreast of pertinent research procedures. Represents OSSE in local, state, and national health-and-education data and strategy conferences. Speaks publicly on behalf of OSSE’s data collection, analysis, and other strategic initiatives.
Qualifications
Education: Graduate from a four (4) year university or college with a relevant bachelor’s degree preferred.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Duration of Appointment: This is a Management Supervisory Service (MSS), “At-Will” Appointment.
Collective Bargaining Unit: This position is not covered under a collecting bargaining agreement.
Position Designation: This position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Residency Requirement Statement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
