Job Summary
This position is located in the Department of General Services, Capital Construction Division. The Capital Construction Division implements and oversees the Capital Improvement Program for agencies within the District of Columbia, as well as executes the capital budget program, consisting of the rehabilitation of existing real property facilities, and construction of new facilities supporting the District.
This position functions as Deputy for Capital Construction, responsible for the capital improvement and construction program, including but not limited to: TI and Relocation, Government Facilities, Education Facilities, Public Safety Facilities, Recreation Facilities, and Horizontal Development. Incumbent manages the constructional operations of DGS and directs and oversees the operations and functions of this division through subordinate supervisors.
Duties And Responsibilities
This incumbent formulates and approves plans, policies, goals and objectives for DGS and administers the implementation of activities designed to support these plans and policies. Develops current and long-range plans, policies, goals and objectives on a District government-wide basis. Incumbent participates, as a senior member of DGS' senior management team, in the recommendation and formulation of policies, procedures and overall DGS management. Monitors all phases of architectural/engineering design and construction of the Capital Improvement program for District government facilities.
Oversees the work of the project management staff; and monitors project budgets and schedules. Make authoritative decisions on important and complex matters arising, and recommends findings and determination to the Administrators for comment/approval. Recommends and implements actions to integrate and coordinate the key services of Division in order to improve customer satisfaction, reduce cause and maximize the value of the District's real property assets.
Qualifications And Education
The applicant must possess one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience can include; senior level construction management experience, mastery of design and construction, real estate principles and practices
Licensures and Certifications
Registration as a Registered Architect, Professional Engineer, and/or project management certification (e.g. PMP, LEED AP, etc.) is preferred.
Work Environment/Conditions
The work is primarily performed in an office setting which is adequately heated, ventilated, and lit and, on occasion at construction sites, where the incumbent is exposed to dust, chemical odors, and construction hazards. While at construction sites the incumbent is required to wear a hard hat and other protective equipment. Additionally, while at construction sites, there is a need to use caution to avoid the movement of building supplies, workmen on ladders, mechanized equipment, falling material, slippery surfaces, etc.
