Job Summary

This position is in the Executive Office of the Mayor, Office of Victim Services and Justice Grants (OVSJG), Justice Grants Program. The Justice Grants Program works with justice stakeholders (including representatives from local and federal criminal and juvenile justice agencies, Council of the District of Columbia, non-profit services providers, and the public) to make recommendations for the use of the funds (federal justice grants); to monitor and report on compliance with financial and programmatic grant requirements; and to evaluate program effectiveness.

Duties And Responsibilities

Responsible for ensuring that community-based organizations and District agencies have equal access to funding opportunities to improve juvenile and criminal justice systems in the district. Works with justice stakeholders (including representatives from local and federal criminal and juvenile justice agencies, Council of the District of Columbia, non-profit services providers, and the public) to make recommendations for the use of the funds/grants. Responsible for monitoring and reporting on compliance with financial and programmatic grant requirements and evaluating program effectiveness. Responsible for overseeing the programmatic strategies and coordinating grant-making efforts of the Justice Grants program funds. Advocates on behalf of the justice grants programs within the government structure by addressing a wide range of staffing, funding, and policy issues that affect both the availability and quality of services to the target population as defined in request for applications. Implements opportunities for collaborative partnerships among the public, private and non-governmental sectors to secure additional services and seek opportunities for funding, technical assistance, and coalition building. Proposes, develops, and coordinates community workshops, seminars, hearings, and other special meetings relevant to issues of concern to District in collaboration with the Director. Responds to requests from the Mayor, DC agencies and officials in conjunction with the Director.

Responds to difficult complaints and requests for information. Analyzes and evaluates policies, procedures, and plans submitted to ensure consistency with priorities, plans and guidelines. Analyzes, evaluates, and reviews recommendations for potential influences on objectives and program goals. Displays sound judgment, initiative, and keenness of intellect in analyzing, reviewing, and evaluating management factors in all matter affecting OVSJG. Responsible for all day-to-day operations of the program, including supervision of staff and staff activities; assessment of needs and actions; planning of events, community outreach activities and community meetings; establishment of work standards; designation of work assignments; identification of developmental and training needs; and evaluation of work performance. Provides final approval or resolves problems arising over leave usage of subordinates. Reviews and approves paperwork related to payroll/overtime requests. Evaluates subordinates’ activities, work performance, and conduct. Provides advice, counseling, and instructions to individual staff members on both work and administrative matters. Interviews candidates for vacant positions, and make recommendations for appointments, promotions, or reassignments, involving these positions.

Qualifications And Education

In addition, Specialized Experience is required that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
