Job Summary
This position is located in the Department of Health (DOH). DOH promotes health, wellness, and equity across the district, and protects the safety of residents, visitors, and those doing business in the nation’s capital. The Emergency Medical Services (EMS) Program Manager will have broad responsibilities for guiding, maintaining, and advising EMS system and time-sensitive systems of care strategy, emergency management, and regulations. The incumbent will serve as the principal advisor to leadership on issues related to EMS and time-sensitive conditions. The incumbent will also support public health resilience, preparedness, and response activities with DC Health.
Major Duties And Responsibilities
The incumbent serves as the Program Manager of the Emergency Medical Services Program with duties and responsibilities encompassing a variety matters of significant level of difficulty and responsibility. The incumbent manages, plans, and coordinates activities within the EMS Program and with other colleagues as necessary. The incumbent works within the broad policies, plans, and objectives regarding EMS regulation and oversight and healthcare system response as established by the Department. The incumbent supervises the EMS Program and its constituent components, prepares reports, and proposes policy, regulatory, and statutory changes to effectuate DC Health’s mission. The Program includes the DC Health EMS Data Repository and the DC Health Trauma Data Repository.
The Program provides regulatory oversight of EMS agencies, educational institutions, clinicians, educators, and vehicles. It is responsible for the licensure of healthcare professionals within this space. The incumbent is expected to demonstrate a high degree of initiative, responsibility, and discretion in performing duties and assignments. Additionally, this role is instrumental in supporting opportunities for collaboration and facilitating the integration of EMS into the public health systems that support the District of Columbia. This role will support cross-agency collaboration efforts to strengthen the District’s healthcare system with increased resiliency, response capabilities, and accountability by advising on public health programming, planning, and public health preparedness projects related to EMS. They will participate in and support training, exercise, and educational activities to enhance the District’s emergency medical and public health emergency response capabilities. They will champion the expansion of DC Health’s specialty care designation program with guidance, support, and leadership. They will represent DC Health at local, regional, and federal meetings.
Qualifications And Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Preferred skill, experience & education: Bachelor’s degree received from an accredited four-year college or University or Master’s degree. Two (2) to five (5) years of emergency medical services experience.
Licenses and Certifications
Incumbent must possess and maintain a valid driver’s license. Incumbent must possess a valid National Registry Paramedic (NRP) Certification.
Working Conditions / Environment
The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.
