This position is located in the Metropolitan Police Department (MPD), Homeland Security Bureau, Joint Strategic and Tactical Analysis Command Center (JSTACC), Operations Analysis Branch (OAB). The Lead Crime Analyst ensures that the work assignments of the team are carried out efficiently to advance the analytical capabilities of the section.
This Lead Crime Analyst position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.
The Incumbent Will Be Responsible For The Following
The employee is required to possess and maintain a valid District of Columbia driver’s license or it’s state equivalent.
Education
Master’s degree in Criminal Justice, Criminology, Statistics, Intelligence, or other related public safety discipline or field preferred.
Work Experience
Applicants must have at least one (1) year of specialized experience equivalent to the CS-12 grade level in the District of Columbia government or its non-District equivalent, gained from the private or public sector.
Specialized experience for this position includes, but are not limited to, planning, prioritizing, distributing, and balancing the workloads among analysts; providing subject matter expertise on methodology gathering, organization, and creation of data; and analytical techniques and processes; leading the team in studying crime reports, arrests reports, police calls for service, and other pertinent data to identify emerging crime patterns, trends, series, and/or problems; making inferences in relation to these patterns or issues; managing developments of robust analyses and products to inform MPD response and/or strategy; and providing data-driven recommendations to support actions; and ability to interact and influence all levels of an organization and work collaboratively across functions and departments toward shared objectives; or other similar duties.

Work location is in an office environment. Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site and carrying light items, such as laptops, papers, books, small parts, and driving an automobile.

- Plans, prioritizes, distributes, and balances the workloads among analysts, providing subject matter expertise on methodology gathering, organization, and creation of data; and analytical techniques and processes.
- Leads the team in studying crime reports, arrests reports, police call for services, and other pertinent data to identify emerging crime patterns, trends, series, and/or problems; makes inferences in relation to these patterns or issues; manages developments of robust analyses and products to inform MPD response and/or strategy; and provides data-driven recommendations to support actions.
- Proposes, designs, and implements new and innovative ideas and analyses in anticipation of and in response to business needs. Develops and refines business practices to increase efficiency and streamline processes where needed.
- Provides coaching, job training, and mentoring to analyst in accordance with established procedures and practices, monitors work, and provides quality control while in progress to ensure procedures are correctly applied.
- Informs employees of available services and resources. Helps resolve simple, informal complaints of employees, and refers others to supervisor.
- Reviews and provides quality control before analyses and work products are distributed internally and externally.
- Collects, correlates, classifies, compiles, analyzes, and interprets data that comes from various sources. Categorizes crime information through review of reports.
- Researches and develops increasingly advanced statistical information and modeling on a variety of police data including crime trends, crime projections, and supporting information necessary for effective presentation.
- Develops and monitors statistical and advanced analytical summary reports on a daily, weekly, monthly, quarterly, seasonal, and annual basis for various officials within the Department.
- Develops and presents advanced reports to the leaderships and other officials to include summary, visualizations, and related graphics to facilitate understanding and appropriate actions.
- Develops, prepares, and compiles material of current crime trends and patterns for Department personnel including command staff. Provides statistical and analytical information to assist in the deployment of manpower and high crime focus areas. Coordinates the development of and compiles tactical analysis developed at the District and Citywide level of geographic locations and the crimes that have occurred in specific areas.
- Collaborates and disseminates analytical support regarding identification of crime series, crime patterns, along with the development of suspect information and criminal history to internal Metropolitan Police Department support units including but not limited to specialty and investigative units.
- Provides analytical support regarding identification of crime series, crime patterns, along with the development of suspect information and criminal history to internal MPD support units including, but not limited to, specialty and investigative units.
- Prepares a variety of detailed factual, analytical, and forecasting statistical and narrative reports which include times, dates, location, and other detailed information related to criminal activities and other areas or relevant variables being researched.
- Prepares maps and graphs; and applies advanced mapping techniques to provide research and analysis at any level of geography (neighborhood, District, Ward, and citywide) and depict incident frequency or change in crime rate over time.
- Participates in interagency communications such as meetings, briefings, task forces, and bulletins to share and develop cooperative data or actively support surrounding jurisdictions.
- Participates in and conducts developmental cross-training. Develops and presents current analytical methods using case examples to internal and external audiences such as but not limited to user conferences, officer training, and universities. Presents briefings to Executive Staff.
- Provides investigative support with case investigation work, criminal histories of suspects, potential suspects, and arrested persons.
- Reviews manuals, scientific journals, other related literatures, and relevant information and updates regarding software programs to stay abreast of current trends in crime analysis.
- Perform other related duties as required.
- Demonstrated advanced knowledge of and ability to apply a wide range of principles, theories, and techniques of crime analysis, law enforcement, criminology, and management analysis to conduct problem-solving, research, analyze information, and draw sound and logical conclusions.
- Demonstrated expertise in conducting and applying detailed statistical analysis such as but not limited to, spatial and temporal event series projects and time series regression modeling.
- Ability to establish and maintain effective working relationships with managers, City officials, representatives of other law enforcement agencies, co-workers, and the general public.
- Skill and ability to develop comprehensive written, accurate, clear and concise reports, and present findings to various audiences.
- Ability to interpret oral, written, mathematical, statistical, or technical information and data dealing with complex variables to identify, analyze, and produce comprehensive management reports.
- Proficiency in MS Office (MS Word, Excel, Access, PowerPoint, Outlook), other software or criminal justice databases (i.e., Records Management System or RMS), mapping software such as ArcGIS, visual link analysis software, law enforcement sensitive software containing Criminal Justice Information Services or CJIS data, business intelligence and performance management software that build and automate reports and dashboards and ability to learn and use the software adapted by the agency, and other electronic equipment to perform the job.
