This is a grant-funded position established under the State Opioid Response (SOR) grant locally entitled the District of Columbia Opioid Response (DCOR). The incumbent serves as Project Director, State Opioid Response (SOR), Adult Services Administration, Department of Behavioral Health (DBH). The incumbent serves as the primary point of contact for the District’s Opioid Response (DCOR) initiative and plans, coordinates, implements, evaluates, and monitors the operation of the successful implementation within predetermined timelines. Makes major decisions and recommendations affecting the basic content and character of the grant operations. Plans, coordinates and manages staff performance to assure the goals of the grant are carried out through established work plans. Monitors progress in achieving goals and makes recommendations concerning required adjustments. Furnishes information on major developments and provides input on controversial and sensitive matters. Analyzes outcome data to recommend and support development of appropriate behavioral health services and supports. Ensures fiscal accountability for all project funding sources.

Tour of Duty: 8:15 a.m. – 4:45 p.m. Monday-Friday
Salary: The salary offer for this position may be negotiable up to $140,000.00 depending on qualifications and availability of funds.

Qualifications Requirement
As a basic requirement, all applicants must have successfully completed a four (4) year course of study in an accredited college or university leading to a Bachelors or higher degree which involved major study in an academic field related to health or allied sciences. This position requires one (1) year of specialized experience equivalent to the CS-13 level. Specialized experience is experience which is directly related to the position to be filled, which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties.
Selective Placement Factor(s)
Master’s degree in the social services/public health field with at least 5 years’ experience working with opioid use disorder (OUD) population/programming or related experience and a minimum of 4 years supervisory experience.

Bachelors or higher degree which involved major study in an academic field related to health or allied sciences.
Work Experience
Advanced professional knowledge of substance use prevention, harm reduction, substance use disorder treatment, and recovery services. Also, experience working on large Federal grants in the behavioral health field, specifically opioid-related grants.
Experience in overseeing all aspects of day-to-day operations, implementation of activities, collaboration with partners/providers, trainers and evaluation team, and grant initiatives.
WORK ENVIRONMENT
The work is usually performed in an office setting.
Position Designation: This position is deemed as “Security Sensitive” pursuant to Section 410 of Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:
A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position in the Legal Service (Series 905), or an attorney position in the Excepted Service (Series 905) who is a bona fide District resident, AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
