Job Summary
This position is in the Office of the Director, Safety, Risk and Emergency Preparedness Administration, DC Department of Public Works (DPW). The Department of Public Works (DPW) provides municipal services in two distinct program areas: environmental services/solid waste management and parking enforcement. Both contribute to making District streets and public spaces clean, safe, attractive, and accessible.
Incumbent works under the direct supervision of the Safety and Security Administrator, who is available for consultation on policy matters impacting on the Administration. Incumbent is entrusted with the responsibility for carrying out responsibilities with minimum technical direction and exercises significant independent judgment in providing direct line functions and maintaining accountability for the safety and occupational health and risk management of all activities in the administration. Completed work is reviewed based on effectively utilizing personnel and budget resources and overall effectiveness in managing the administration's safety and risk management program in compliance with the goals and objectives of the organization.
Duties And Responsibilities
Incumbent develops processes that are in concert with federal standards, regulations, procedures, and guidelines levied by the Occupational Safety and Health Administration (OSHA), Federal Emergency Management Administration, Federal and District agencies such as the Environmental Protection Agency, Federal Highway Administration, the District Emergency Management Agency and regional jurisdiction officials. Develops, revises, and writes safety, health, and risk mitigation strategies and criteria to eliminate, minimize, and/or control workplace hazards encountered throughout the Department.
Incumbent develops standardized safety systems to affect safety, risk, and emergency preparedness criteria for Fleet Management Administration, Parking Services Administration, Solid Waste Management Administration, and various administrative and technical support units within the Department of Public Works. Incumbent develops and maintains processes that allows the Department to quickly respond to various emergencies and contingencies.
Incumbent serves as a consultant to the Chief of Safety and Security Administration, the Director, and senior managers, providing recommendations regarding complex safety, health and emergency preparedness initiatives. Assists with providing directions and guidance for development, and maintenance of comprehensive safety, risk management, and emergency preparedness programs. Provides extensive technical guidance and assistance on diverse and sometimes complex hazardous conditions or potentially dangerous situations, for widely dispersed worksite locations agency wide. Assists with the implementation of risk assessments and control systems.
Qualifications And Education
Applicants may combine education and experience to qualify at this level.
Candidates must have at least one (1) year of specialized experience equivalent to the grade 14 level is required. Specialized experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Examples of specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.

To qualify based on education for this grade level one must have completed Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Position Designation: This position has been designated as safety-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, traffic record checks, background investigations, and mandatory drug and alcohol testing, as applicable.
The position is designated as an “essential” government employee as defined under the D.C. personnel regulations. The incumbent of the position may be required to work during a declared emergency when non-essential and non-emergency employees are dismissed.
MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. The incumbent of this position is an "at will" employee and serves at the pleasure of the Administrator of the Fleet Management Administration.
