Job Summary
This position is located in the Office of the Deputy Mayor for Planning and Economic Development (DMPED) Real Estate Unit. The District of Columbia's Office of the Deputy Mayor for Planning and Economic Development (DMPED) supports the Mayor in the coordination, planning, supervision, and execution of economic development efforts in the District of Columbia with the goal of creating and preserving affordable housing, creating jobs, and increasing tax revenue.
The Real Estate Development Unit Implements Real Estate Development Projects Involving District-owned Land In Support Of The District's Goals Of Promoting Stronger Neighborhoods In All Eight (8) Wards. This Unit Is Engaged In The Following Four (4) Activities
Development and Disposition - manages a portfolio of real estate development projects.
New Communities Initiative - manages projects envisioned to revitalize severely distressed subsidized housing and redevelop neighborhoods into vibrant mixed income communities.
St. Elizabeth's East - manages a project designed to create well-planned, multi use, mixed-income, walkable, livable community on the St. Elizabeth's East Campus, including the Entertainment and Sports Arena.
Wa lter Reed Army Medical Center - provides administrative support to the Walter Reed Army Medical Center Local Redevelopment Authority; and manages implementation of the reuse plan.
Incumbent serves as a Senior Project Manager to the Director and Associate Director of Real Estate with the responsibility for managing a portfolio of real estate development, financing, and related projects, and for performing tasks appropriate to evaluate and progress individual projects in your assigned portfolio as well as for mentoring each new Project Manager/Development Manager joining DMPED's Real Estate Development Unit.
Duties And Responsibilities
Perform independent and autonomous self-driven management of project implementation procedures, plans and timetables. Hold DMPED and developer to strict adherence to the terms of the relevant legal documents associated with the transaction in consultation with Office of General Counsel as such guidance is required; and to the applicable schedule of performance. Identify and evaluate risk and development of mitigation plan in advance as facts and/or circumstances change; evaluate progress on projects and development of feasible adjustments to project plans, as required; and provide advice and counsel to agency staff involved with various phases of project development.
Mentor each new Project Manager/Development Manager that joins DMPED's Real Estate Development Unit which includes, evaluating their ability to perform each duty of a Project Manager/Development Manager; providing feedback to the applicable Associate Director for Real Estate regarding the Project Manager/Development Manager's knowledge, skills and ability to perform the tasks required of a Project Manager/Development Manager; and providing recommendations to the applicable Associate Director for Real Estate regarding additional training or supervision required by the Project Manager/Development Manager to adequately perform the duties and responsibilities of a Project Manager/Development Manager.
Qualifications And Education
Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Duration of Appointment: CS - Career - Term, Term Appointment - Not-To-Exceed (NTE) 13 months. A Term employee does not acquire permanent status on the basis of his/her term appointment. Continued employment under this appointment is contingent upon availability of funding.
Collective Bargaining Unit: This position is not in a collective bargaining unit.
Residency Statement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars (150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
