Job Summary
This position is located in the Business Services Administration (BSA), Office of the Deputy Director for Administration (ODDA) of the Child and Family Services Agency (CFSA). The Senior Revenue Accounting Specialist is responsible for reviewing, reconciling, and certifying provider invoices, and analyzing and allocating provider budgets and budgeted expenditures to ensure costs are appropriately correlated with service provision and supporting documentation, and subsequent local reporting and federal reimbursement.
Duties And Responsibilities
The Senior Revenue Accounting Specialist duties and responsibilities include:
Must possess at least one (1) year of specialized experience equivalent to the grade 12 level in the District of Columbia government service or its non-District equivalent. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including, but not limited to, performing advanced qualitative and quantitative analyses and making workable recommendations relative to federal and state claiming and reimbursements; advanced knowledge of and expertise in Medicaid Claiming System, Title IV-E Maintenance and Administration Claims for Foster Care, Adoption Assistance, and Guardianship Assistance, or its equivalent, and other similar duties.
Must have advanced XCEL skills to be able to efficiently manage large volume of data.
Relevant bachelor’s degree (Accounting, Finance, Business Administration, or its equivalent) and 6 years of directly related work experience is preferred. Master of Business Administration (MBA) degree is highly preferred.
Licenses and Certifications
Certified Public Accountant (CPA) is highly preferred.
Working Conditions/Environment
The work is performed in an office setting.

Tour of Duty: Monday – Friday, 8:15am to 4:45pm. Tour of duty includes evenings, weekends, and holidays.

Duties And Responsibilities
The Senior Revenue Accounting Specialist duties and responsibilities include:
- Accurately allocates all allowable provider expenditures to support or adjust federal reimbursement rate.
- Assists with training and technical assistance to agency stakeholders, both internal and external, on administrative, cost reimbursement, uncompensated case management, and all invoice reconciliations and expenditure reporting and reconciliation.
- Reviews, reconciles, and certifies provider invoices for timely invoice processing and payment.
- Completes monthly or quarterly administrative allowance reconciliation activities, including but not limited to, payroll journal analysis, supporting documentation review, and detailed reconciliation report to include possible future adjustments for all providers to ensure accurate and appropriate utilization of administrative allowance.
- Leads the coordination, analysis, and reconciliation of Uncompensated Case Management invoices.
- Analyzes audits, extracts, measures, and summarizes and identifies significant trends and issues, and recommends workable solutions to effectively improve and evaluate the Agency revenue control and reimbursement operations and milestones.
- Reviews and analyzes all existing, revised, and newly established federal and District legislation, regulations, and policies related to child welfare services which significantly impact CFSA, particularly as it pertains to contracted provider budgets and federal reimbursement.
- Obtains, reviews, monitors, reformats, analyzes, and evaluates contract providers’ budgets, expenditures, services, policies, other various activities to identify and determine the impact on achieving CFSA/BSA revenue control and reimbursement goals and objectives; determines steps required to modify or develop new policies to improve methods of operating.
- Develops, maintains, and monitors integrated reporting system(s) affecting programs throughout the Agency with functions and operations that are extensively interrelated.
- Recommends to Supervisor actions to be taken on obsolete, outdated, unclear, costly or missing policies, procedures, and practices in specific program areas; drafts or revises policies and procedures based on current changes and complexity of service needs.
- Keeps abreast of new local/national developments in federal reimbursement, child welfare provider contracting, Title II, Title IV-E, Title IV-A, Title XVI, and Title XIX.
