Job Summary
This position is located in the Department of Youth Rehabilitation Services (DYRS), Office of the Deputy Director for Youth & Family Programs, Case Management Division (CMD). The Primary purpose of the position is to manage intake case management, supervision, support, and administering a community-based continuum of social services care for the youth remanded to the care and custody of DYRS.
Duties And Responsibilities
The Social Service Officer is responsible for building teams, coordinating and implementing cost-effective programs that prevent and intervene in juvenile delinquency. The incumbent will create, support and build youth centered practices that will endure even after the youth court ordered commitment of obligation expires. Coordinates with other District agencies and Divisions including DC Police, DC Courts, Child and Family Services (CFS), Department of Behavioral Health (DBH), Department of Corrections (DOC), and other civic and community organization involved in implementing and providing services to youth. Conducts and coordinates research and evaluation studies to develop new resources, concepts, techniques and/or procedures for improving program operations. Directs a continuous review of care management programs, policies and operational procedures to assess their adequacy in meeting program goals, community needs, legal and regulatory requirements and/or compliance with national standards, such as the American Correctional Association (ACA). Participates in the development of policy statements, directives, procedural manual and instructions relating to all phases of care management operations.
The incumbent will assist in the development of work plans and special initiatives. Develops and monitors contracts, coordinate aftercare case assignments, records management, court calendaring, accurate client tracking system, and supervises case managers within case management division. Coordinates care management activities and program operations for committed youth receiving aftercare services and youth the Court Social Services intends to commit. Continuously review program operations to determine adequacy of efforts in meeting programs goals, community needs, and legal and regulatory requirements. Represents DYRS at meetings with other Federal, State, DC Government, community and civic organizations and service providers to articulate existing aftercare policy and program goals and to determine the needs for new policies, regulations, standards and procedures. Provides supervision and direction to subordinates performing audits of electronic and paper clients' files, observing court presentations, accompanying staff and observing community contracts, etc. Sets program priorities, assigns tasks, recommends intervention strategies, and is available for assistance and consultations, where needed.
Qualifications And Education
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
AND
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Licenses And Certifications
Must possess and maintain a valid driver's license issued by the District of Columbia, Maryland or Virginia.
Working Conditions / Environment
The incumbent works primarily in an office setting; however, some tasks will require fieldwork in juvenile correctional facilities or community based residential or nonresidential settings.

Tour of Duty: Monday- Friday 8:15 AM- 4:45 PM ; (incumbent subject to flexible work schedule to be accessible to youth and their families during visitation on weekends, evenings).

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit (Non-Union): This position is not a part of a Collective Bargaining Unit.
Position Designation: The incumbent in this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This position has been designated as a safety-sensitive position. The position is subject to pre-employment drug testing, which includes testing for cannabis. Failing the drug test may result in disqualification even if applicant participates in a medical marijuana program. Incumbent is subject to random drug/alcohol testing during the duration of employment.
