What are the responsibilities and job description for the Special Assistant (Plans and Reports) position at DC Department of Human Resources?
Introduction
This position is located in the Office of the Deputy Mayor for Health and Human Services (DMHHS) within the Executive Office of the Mayor (EOM) of the District of Columbia with the DC Interagency Council on Homelessness (ICH). The ICH is a public-private council that serves as the Governing Board for the District of Columbia Continuum of Care for homeless services. The ICH uses a collective impact framework to align the resources and activities of District government agencies, nonprofit providers, private sector representatives, and philanthropic partners with the goals outlined in Homeward DC 2.0, the strategic plan that guides the District’s efforts to prevent and end homelessness.
As the principal liaison between the ICH Executive Director , internal organizational staff, and officials outside of the organization, incumbent is responsible for planning, developing, initiating, coordinating, and conducting a variety of special assignments and projects including administrative functions relating to Plans and Reports. Incumbent assures that the organization needs are met, and the objectives and overall goals are achieved.
Duties And Responsibilities
As the point of contact for individuals outside and within the organization seeking services, assistance or guidance in the areas of operations, research and analysis, productivity improvement, and/or project management as the point of contact for Plans and Reports, incumbent is responsible for synthesizing large volumes of information and updates to document how the ICH and its members are advancing legislated mandates and strategic priorities. This will include pre- and post-meeting briefs as well as cross-meeting reports at regular intervals. Pre-meeting briefs will be focused on uplifting constituent concerns and shifts in the landscape identified between meetings and supporting effective decision-making regarding the appropriate next steps and follow-up at meetings. Post-meeting digests are intended to support a comprehensive synthesis of meeting outcomes and support follow-up on key concerns between meetings. Cross-meeting reports will leverage pre- and post- meeting briefs to provide cross-cutting analysis at regular intervals to ICH leaders. Weekly reports will be focused on expanding the immediate and situational awareness of the leaders facilitating upcoming ICH forums and the Office of the Deputy Mayor.
Monthly analysis and reports to ICH Committees will be focused on facilitating review of Workgroup activities and progress, Quarterly updates to the City Administrator and the Full Council intended to support their assessment of the implementation of legislated and strategic planning priorities. Finally, the Annual Update and Comments to the Mayor’s Proposed Budget will focus on uplifting the most salient concerns, landscape shifts, outcomes and progress from advancing legislated mandates and strategic priorities. Plans memorialize the efforts to transform homeless services, and include ICH-managed deliverables, like the Winter Plan, Annual Work Plan(s), and 5-year strategic plan(s) and deliverables managed by Partners, including plans/applications for federal funds for services within the homeless services Continuum of Care. Tracks complex issues and projects, and discusses pertinent issues with key organization officials, representatives of outside interests, and various groups and individuals, as required, to obtain desiredinformation. Correlates and analyzes facts to draw conclusions and to provide meaningful recommendations to the Executive Official.Takes initiative in collecting, interpreting, and analyzing information to prepare briefs, memos and reports, which are specific and unique to directives and for which no precedent studies/analyses have been conducted. Designs formats and evaluation of program strategies to accomplish an integrated, thorough review and analysis.
Qualifications & Education
Specialized Experience: This position requires one (1) year of specialized experience equivalent to the next lowest grade level in the District of Columbia government. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
