Job Summary
This position is located in the Department of Youth Rehabilitation Services (DYRS), Office of the Chief of Staff, Achievement Center. The mission of the Department of Youth Rehabilitation Services (DYRS) is to give court-involved youth the opportunity to become more productive citizens by building on the strengths of youths and their families in the least restrictive, most homelike environment consistent with public safety.
The incumbent serves as Supervisory Youth Engagement Specialist, responsible for supervising a team of Youth Engagement Specialists in implementing a range of counseling, prevention, and early intervention strategies. Provides management and analytical information necessary to plan for and assess and promote DYRS program operations, and to make recommendations on policies, procedures and practices that promote access to the enhancement of quality services to our customers.
Duties And Responsibilities
The Supervisory Youth Engagement Specialist oversees a team of Youth Engagement Specialists in providing the day-to-day supervision and positive engagement of youth in the agency’s care and custody. Implements counseling, prevention, and early intervention strategies designed to reconnect youth with effective rehabilitation services and case
management supervision. Directs the daily activities at the Achievement Centers and assists with the coordination of workshops, trips, and other youth engagement activities. Supervises and coordinates the assessment, monitoring, review and evaluation of the agency's contracted Community Based Facilities compliance with federal and local requirements, consent decrees, court orders, judicial mandates, and departmental guidelines and procedures. Plans and implements work plans for the Office of Community Programs and Services. Monitors, gathers, analyzes and evaluates information concerning the effective, efficient and accurate administration of programs and services. Assesses the status of DYRS programs and activities as they relate to current legal mandates; interprets and provides technical assistance and consultation on standards and compliance and designs.
The Incumbent will collaborate with other managers and stakeholder to execute an integrated network of care for youth and families. Manages a program of continuous monitoring and evaluation for the purpose of determining performance, identifying problems and improving services. Maintains accurate records of monitoring activity and prepares report of findings. Serves as an advisor to subordinate staff and other DYRS staff as it relates fostering effective communication between youth, group homes, community providers, Social Workers and parents/families. Makes recommendations for policy or procedural changes, implements policies, procedures and standards and enforces standards through well-publicized instructions and guidelines. Conducts internal monitoring and auditing, manages subordinate staff, plans and organizes the unit's work to meet the department's objectives, sets priorities and ensures the fulfillment of goals and objectives of the office. Establishes goals and strategies for the Compliance Division to assist the Department develop the most effective method for accomplishing its goal.
Qualifications And Education
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level in the line of progression.

The incumbent works primarily in an office setting which is adequately heated, lighted, and ventilated; however, some tasks will require fieldwork in juvenile correctional facilities or community based residential or nonresidential settings.

Tour of Duty: 9:00am to 5:30pm; Monday – Friday. Due to the nature of the work, job hours may vary.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
