Job Summary
This Supervisory Management and Program Analyst position is assigned to the Resilience and Emergency Preparedness Division of the DC Homeland Security and Emergency Management Agency (HSEMA). This position reports to the Chief of Resilience and Emergency Preparedness and will focus on building partnerships to increase climate preparedness and resilience, with a particular focus on equity. The Resilience and Emergency Preparedness Division is responsible for building resilient infrastructure and communities and working with the whole community to increase the District’s preparedness to a variety of threats and hazards.
Duties And Responsibilities
Serve as a project manager for large and complex project assignments. Has authority and responsibility for the successful completion of the project, as delegated by the supervisor. Develops comprehensive project plans & schedules and provides regular updates to the supervisor. Prepares policy analyses and recommendations, as directed. Assesses, compiles, and reviews data in order to develop policies, procedures, and/or systems to carry out the mission of the agency.
The incumbent is expected to attend meetings on behalf of the supervisor and agency where issues of strategic administrative, programmatic, and managerial importance are discussed, and decisions of significant impact are made. Develops responses to high-level inquiries from supervisor, agency director, Executive Officer of the Mayor, Council, media, or others, as directed. Supervises employees while establishing and exercising appropriate managerial controls to achieve the programmatic goals set by the supervisor. Promotes coordination among the various programs within the agency; standardizes and improves work procedures. Reports to and advises the Division Chief on probable future needs of the agency based on experiences and trends. As designated; represents the Director on committees and before agencies, civic groups, etc., to educate them in emergency preparedness.
Qualifications And Education
The individual must possess at least one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills and abilities to successfully perform the duties of the position.
A Master’s degree in urban, regional, or city planning; public policy; public administration, business; emergency management; or related field is desired.
Minimum of five (5) years of experience working in a related field is desired.

Working Conditions/ Environment
Work is normally performed in an office environment with local travel. The incumbent may be required to work in an environment with limited access to personal electronic devices and limited natural lighting or austere conditions during emergencies and disasters.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit: This position is not in a collective bargaining unit.
Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. The incumbent must be willing to work flexible hours, including weekends and evenings, to support the District's overall preparedness. In the event of an emergency, the incumbent may be called into work. The incumbent will fulfill all training and activation requirements as part of the Incident Management Team.
Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
