Job Summary
This position is in the District Department of Transportation (DDOT), Transportation Planning Administration (TPA), Planning and Sustainability Division (PSD), Environmental Program Branch (EPB). DDOT’s mission is to equitably deliver a safe, sustainable and reliable multimodal transportation network for all residents and visitors of the District of Columbia. This Transportation Planner (Environmental / NEPA) position is responsible for supporting environmental team members working in the overall context of project delivery from project planning to construction, maintenance, and operations. This includes preparation of environmental documents and agreements, environmental review, commitment tracking, compliance with federal and local regulations, coordinating with federal, state and local environmental and resource agencies and working on multidisciplinary teams within DDOT and externally.
The incumbent will serve as a technical advisor and resource for project development and environmental review, specifically ensuring compliance with the National Environmental Policy Act (NEPA) and the District of Columbia Environmental Policy Act (DCEPA). The incumbent will represent DDOT in interagency consultation with agency stakeholders (District of Columbia State Historic Preservation Office, National Parks Service, United States Fish and Wildlife Service, etc.).
Duties And Responsibilities
Reviews, analyzes, and recommends approval or disapproval of private sector requests to occupy public space. Reviews applications for public space permits for compliance with District standards. Reviews, analyzes, and provides technical comments on streetscape design plans submitted by private developers and DDOT for conformance with District standards. Establishes design policies and standards for streetscape elements, including sidewalks, curbs, gutters, street trees and other street-furniture elements. Develops scopes of work for consultant studies to assess and improve transportation services. Manages consultant studies designed to improve transportation system relative to capacity, design, level-of-service, and safety.
Collects and analyzes data on traffic design, pedestrian planning and design, transportation system management, safety enforcement and transit operational requirements. Develops alternatives for assuring safe and efficient utilization of the public transportation system within the City. Prepares technical position papers, reports, and policies on issues intended to increase the operational efficiency and safety of the City's transportation system.
Qualifications And Education
Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Licenses and Certifications
Must possess and maintain a valid driver's license.
Working Conditions/Environment
The work is performed in a setting that requires normal safety precautions typical of an office environment, meeting or training rooms. The work area is properly lighted, ventilated and heated.

This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
The position has been deemed security-sensitive, pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations.
