Job Summary
This position is located in the Department of Employment Services (DOES), Office of Federal Workforce Programs. The Department of Employment Services (DOES) mission is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities.
Duties and Responsibilities
DVOP specialists provides case management services for veterans, with special emphasis on veterans with service-connected disabilities. Provides individual career services to meet the employment needs of disabled veterans and other eligible veterans, with the maximum emphasis directed toward serving those who are economically or educationally disadvantaged, including homeless veterans, and veterans with barriers to employment. Provides direct services to veterans affording them the ability to be competitive in the labor market. Provides outreach and offer assistance to disabled and other veterans by promoting community and employer support for employment and training opportunities, including apprenticeship and on-the-job training. Works closely with the Local Veterans Employment Representative (LVER) staff, by referring veterans identified to be job ready for employment matching. Works with other organizations such as the Department of Veterans' Affairs and community-based organizations to link veterans with appropriate jobs and training opportunities. Serves as case managers for veterans enrolled in federally-funded job training programs with serious disadvantages in the job market. Serves as liaison veterans and their employers to help ensure that necessary follow up services are provided to promote job retention.
Incumbent advises all veterans and eligible persons on labor market conditions and requirements in specific occupations or industrial fields. Informs and explains to disabled, Vietnam-era, other veterans, and eligible persons the benefits and rights that they are entitled. Utilizes knowledge of local, state, and federal laws and regulations pertaining to employment, training, vocational guidance, social services, and community resources. Makes appropriate job referrals based on the veteran's employment skills and education. Through assessment, analysis, and development, the incumbent will formulate a plan with the veteran or eligible person that will eliminate barriers to employment.
Qualifications and Education
Specialized Experience : Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Salary Range : $74,893 - $96,547; based on available funding.
Promotion Potential : No known promotion potential
Collective Bargaining Unit : This position is not in a collective bargaining unit or This position is in the collective bargaining unit represented by AFGE Local 2978 and you may be required to pay an agency service fee (dues) through direct payroll deduction.
Operating Status : In-Person reporting, flexible and limited telework options available upon position eligibility and operational needs.
Position Designation : This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Residency Preference : When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
