Job Summary
This position is located in the Department of Public Works (DPW), Office of the General Counsel. The Office of General Counsel provides legal services to DPW, which is one of the larger District agencies, with approximately 1400 employees. DPW's primary services include Solid Waste Managementcollection and disposal of residential trash, street cleaning, sanitation enforcement, leaf, and snow removal; Parking Enforcement Managementpublic space parking enforcement, booting, towing, and impounding of vehicles; and Fleet Managementprocurement, fueling, maintenance, repair and disposition of District owned vehicles. These operations generate issues regarding the delivery of DPW's services, conduct of its employees, development and implementation of policies and enforcement of regulations.
Duties and Responsibilities
Serves as a senior attorney in the Office of the General Counsel handling the more complex and difficult matters. Reviews various legal documents and relevant case laws to determine whether execution or non-execution of proposed actions is in the best interest of the District of Columbia government. Provides statement of reasons and draft language necessary to obviate objections. Examines and analyzes proposed orders, legislation and other legal documents from various sources for legal sufficiency, both as to the form and substance of rulemaking decisions. Performs the aforementioned research and provides oral or written opinions resulting from such analysis. Reviews records of hearings, including briefs filed, exceptions taken, rulings made, tentative decisions, as well as reports of findings of fact and conclusions of law. Analyzes same and provides recommendations to supervisor as appropriate.
Qualifications and Education
Applicants must possess one (1) year of specialized experience at the lower grade that has equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Must possess a LLB or Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA) at the time of appointment. Must have at least three (3) years of post JD professional legal experience.
Licensures and Certifications
Applicant must be an active member in good standing of the bar of the District of Columbia or be eligible to waive into the D.C. Bar. Applicant shall remain a member in good standing of the D.C. Bar while employed in the Legal Service. Applicant must provide proof of current and valid bar licensure and a writing sample of no more than ten (10) pages to dpwhr@dc.gov

Essential Designation : The position is designated as an essential government employee as defined under the D.C. personnel regulations. The incumbent of the position may be required to work during a declared emergency when non-essential and non-emergency employees are dismissed.
Residency Requirement : If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
