Introduction
This position is located in the Criminal Justice Coordinating Council for the District of Columbia (CJCC). The CJCC is an independent District government agency. The mission of the CJCC is to serve as a forum for identifying challenges and generating solutions to enhance public safety and the fair administration of justice for District of Columbia residents, visitors, victims, and justice-involved individuals. The CJCC facilitates information sharing and collaboration, conducts research and analysis, and provides training and technical assistance on behalf of its District and federal member agencies.
Under general direction of the Chief Administrative Officer and in collaboration with the Office of Contracting and Procurement, incumbent is responsible for performing the agency's acquisition work including, but not limited to the preparation and submission of requisitions, planning and carrying out pre-solicitation tasks, evaluation of vendors, contract administration and ensuring contractor performance in the well-established aspects of contracting. Incumbent helps to ensure compliance with contractual requirements, administrative policies, and District regulations, as well as identifying issues / problems that may hinder contractual performance of program operations.
Duties and Responsibilities
Serves as the agency's Contract Administrator with responsibilities for monitoring and overseeing procurement activities, ensuring compliance with applicable procurement laws and regulations. In consultation with supervisor, develops the agency's procurement plan to include anticipated procurements for the upcoming fiscal year and updates the procurement plan, as needed. Initiates and monitors purchase orders and purchase card transactions to affect the acquisition of services, equipment, and supplies required for agency operations. Incumbent distributes, interprets, and establishes procedures for staff to follow in procuring services, equipment, and supplies for the agency and is responsible for ensuring procurement of supplies, equipment, and services is conducted in a cost-effective manner.
Execute contracts and agreements, which include the review and preparation of Statements of Work, Requests for Proposals and Invitations for Bids; the evaluation of proposals; and the preparation and negotiation of contracts and the selection of contractors. Reviews invoices submitted by vendors and coordinate with employees to ensure vendors are meeting deliverables in accordance with the contract. Develops, reviews, and evaluates contract administration policies and procedures and participates in the development of funding / budget proposals to support departmental programs and initiatives.
Qualifications & Education
Education : A 4-year course of study leading to a bachelor's degree with a major in any field
At least 24 semester hours in any combination of the following fields : accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Specialized Experience : This position requires one (1) year of specialized experience equivalent to the next lowest grade level in the District of Columbia government. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Collective Bargaining Unit : This position is not covered under collective bargaining.
Background Check : Incumbent must successfully pass an FBI criminal background check conducted by CJCC as a condition of employment and may be subject to periodic criminal background checks for the duration of your tenure. These background checks will be conducted pursuant to internal CJCC policy, and one must be completed before your first day of work.
