Job Summary
This position is situated within the Solid Waste Education and Enforcement Program (SWEEP) of the Department of Public Works' Solid Waste Management Administration. SWEEP carries the responsibility of educating District residents and business operators on proper sanitation practices, conducting property inspections, and enforcing solid waste and public space regulations as authorized under D.C. Law 6100.
As the Solid Waste Inspector, incumbent is responsible for conducting inspections to identify violations of applicable provisions of Title 21 and 24 of the District Municipal regulations.
Duties and Responsibilities
Incumbent is tasked with identifying violations of applicable provisions in Titles 21 and 24 of the District of Columbia Municipal Regulations. Issues Notices of Violation or Warning Notices for infractions, while explaining legal and administrative rights and obligations to citizens and business operators. Incumbent conducts formal and informal interviews to gather additional information from property owners, business operators, contractors, and citizens. Incumbent prepares investigate reports, presents evidence and rationale for notices of violation, and represents the Department's position at Administrative Hearings.
Incumbent conducts surveys in specific communities to assess areas of cleanliness and to ensure compliance with District of Columbia solid waste regulations. Incumbent conducts community outreach by providing demonstrations on proper sanitation practices to schools and community groups. Focus areas include educating on proper sanitation practices and taking enforcement action where compliance is lacking. Incumbent engages directly with residents, property owners, and business operators to disseminate information about proper sanitation practices.
Qualifications and Education
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Licenses and Certifications
Incumbent must possess and maintain a valid motor vehicle driver's license.
Work Conditions / Environment
In addition to working in an office setting involving everyday risks and discomforts, the work involves regular recurring visits to geographical areas posing a potential threat of physical violence and that involves moderate discomforts or risks. Special safety precautions must be taken such as wearing a hard hat, walking shoes or other protective gear, or carefully planning work and physical movements to avoid the particular danger or dangers. The work also includes physical handling of solid waste that has been improperly stored and / or disposed of. Safety gloves are required. This position requires the incumbent to wear uniforms to include safety shoes and is required the ability to operate a motor vehicle.

Position Designation : This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, and background investigations, as applicable.
Essential Designation : This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Critical District government operations cannot be suspended or interrupted during emergency situations.
