Job Summary
This position is located in the District Department of Transportation (DDOT), Transportation Planning Administration (TPA), Curbside Management Division (CMD).
Incumbent serves as an urban freight mobility expert, performing and delegating a wide variety of assignments relative to the development, management, implementation of policies, strategies and controls to ensure an effective District Freight Program and Freight Branch within the Curbside Management Division.
The incumbent is responsible for formulating plans and policies pertaining to the safe and efficient movement of people, goods and information along the public rights-of-way and to improve environmental quality, economic competitiveness and quality of life in the nation's capital. Incumbent is responsible for managing and developing plans for urban freight mobility that are relevant to the District's unique position as both a local government, and a state government.
The function of the position is to serve as an expert analyst with responsibility for evaluating for the purpose of improving the efficiency and effectiveness of operations and programs throughout the agency. The incumbent provides leadership and direction to subordinate staff in the research, investigation, analysis and development of new and / or improved processes and procedures designed to improve the agency's efficiency.
The incumbent will serve as the Supervisory Management and Program Analyst with an overall responsibility for the development, research, policy analysis, and execution of strategies relating to the successful operation of the TPA and agency's programs, products, and services.
Major Duties
Exercises analytical and evaluative expertise in the review of agency operations, and business processes. Designs and / or conducts comprehensive management studies, reviews and evaluates the boundaries which are extremely broad and difficult to determine in advance such as those involving changing requirement, evolving legislative change; overlapping functions, and keep Chief Operation Officer and management / supervisory team abreast of significant problems identified. Plans, coordinates, and supervises a broad range of complex special projects and programs related to the design, re-design and improvement of operational processes and programs. Assesses extremely diverse, critical, controversial, and sensitive matters of interest to the supervisor and recommends approaches and solutions. Coordinates changes with technical experts, other District / Federal agencies, and the private sector to determine the most effective approach and methodology to resolve issues and obtain the desired results.
Serves as a project manager for large and complex project assignments. Organizes, plans, and coordinates a wide variety of activities within the department of major community interest, cost and funding method considerations, and political media interest. Has authority and responsibility for the successful completion of the project, as delegated by the supervisor. Incumbent develops comprehensive, long-range schedules showing the sequence of tasks, target dates and persons responsible for the various activities, which must be coordinated over the three to four-year duration of identified projects. Reviews technical, financial, and administrative correspondence and reports identifying complex and unusual problems; discusses with responsible manage and provides substantive recommendations.
Education / Experience
Bachelor's degree preferred, in Urban Planning, Engineering, or Public Administration.
Master's degree desired, in Urban Planning, Engineering, or Public Administration.
Specialized Experience : Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (12).
At least five years of work experience, including three or more years in freight planning, preferred.
Licensures, Certifications and other requirements
Must possess and maintain a valid driver's license and have an acceptable driving record.
Work Environment
The work is often performed at a desk in an office environment but will also require field and system observation in accordance with all applicable safety guidelines and standards. Some walking, bending and driving a vehicle is required.
Tour of Duty : Monday-Friday 8 : 30 AM to 5 : 00PM
Pay Plan, Series and Grade : MS-343-13
Promotion Potential : No Known Promotion Potential
Duration of Appointment : Management Supervisory Service (MSS) : At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit : This position is not covered under a collective bargaining unit.
Position Designation
The position has been deemed security-sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Emergency Designation
This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication.
