Essential Duties and Responsibilities

- Coordinates and completes all portability functions for the DCHA Housing Choice Voucher Program in accordance with HUD and DCHA requirements;
- Meets with program participants and applicants; informs and assists interested parties in regard to portability policies and procedures;
- Communicates by phone, fax and e-mail with other Public Housing Authorities (PHAs) regarding incoming and outgoing participants;
- Advises program participants how to contact and request assistance from receiving PHAs;
- Completes, accurately and in a timely manner, all HUD required portability documentation;
- Transmits or receives and processes all portability documentation and vouchers as required by HUD regulations;
- Processes and ensures accurate portability billing, within required timeframe; ensures proper execution of all portability billing procedures in accordance with HUDs rules and regulations;
- Ensures incoming participants promptly receive their vouchers as required; ensures that incoming participants receive their HAP contract within required timeframe;
- Conducts briefings and orientation sessions as needed for participants utilizing portability;
- Processes move-in/move-outs, interim and scheduled recertifications of DCHA administered participants;
- Answers inquiries of persons coming into the Housing Choice Voucher Program regarding tenant obligations, tenant responsibilities and housing provider responsibilities;
- Attends meetings with supervisor and other management and fellow team members to discuss schedules, workloads, quality control findings and revised policies and procedures; attends other meetings, conference, and training workshops as required; follows-up on action items in a timely manner;
- Maintains current knowledge of Housing Choice Voucher Program procedures, the DCHA Administrative Plan and current HUD regulations;
- Maintains tracking log and prepares reports;
- Performs other related duties as assigned

- Knowledge of applicable Housing Choice Voucher and HUD regulations, procedures and policies; and portability policies, procedures, and requirements
- Strong customer service skills
- Strong language and communication skills
- Strong basic mathematical skills
Education and/or Experience
Associates’ degree in a related field; and at least two (2) years of administrative experience; or other equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted.
The District of Columbia Housing Authority (DCHA) conducts pre-employment screening on specified positions, which may include but is not limited to a criminal background check, drug and alcohol testing, verification of academic credentials, licenses, and certifications, and/or verification of work history.
This position has been designated by the department to require a drug and alcohol screening and background check. Finalist(s) for this position will be subject to drug and alcohol testing and will be required to consent to a pre-employment background check as a condition of employment.
Technical Skills
To perform this job successfully, an individual must have average abilities using computer software such as
MS Word, Excel, Outlook, etc. and must be capable of using internet resources for research and developing reports. Must be able to learn other computer software programs as required by assigned tasks; and must be able to operate common office equipment
