The Opportunity
The Records Manager will lead, plan, and manage all aspects of DCHA’s records management program, ensuring efficiency and compliance with policy and reporting requirements. Serving as a technical expert on all records management issues, the Records Manager analyzes all relevant methods and procedures and plans and executes detailed work plans for key initiatives.
What to Expect From This Opportunity
- Serves as the agency’s Official Keeper of Records
- Recommends guidelines and procedures for organizing and maintaining agency-wide records management schedules inclusive of retention, disposal, and maintenance schedules. Maintains documents and records tracking system; and evaluates formats and requirements throughout the lifecycle of records
- Oversees, coordinates, and conducts searches of records information as requested; ensures proper retrieval and disposal of records in accordance with established policies and governing regulations
- Works in conjunction with the Information Technology department to make recommendations on software that incorporates the use of and application of disposition schedules
- Provides schedules for the maintenance, transfer, archiving, and disposition of records and assists department liaisons with the development of reference indices. Leads the transformation of agency records management processes to incorporate electronic records
- Coordinates with DCHA departmental liaisons to ensure that records creation, maintenance, use, and disposition are in accordance with policy and promotes effective records management agency-wide
- Manages contracts relating to records management, including off-site storage and secure on-site shredding services
- Maintains off-site records database, attaching appropriate metadata to facilitate effective search and retrieval
- Trains DCHA’s employees on records management policy, including Records Management liaisons and new hires
- Liaises with the DC Office of Records and the U.S. Department of Housing and Urban Development, submits required reports, and implements best practices in accordance with citywide and HUD policy
- Develops and updates Records Management reports, schedules, manuals, and presentations to accommodate the needs of the agency while complying with required statutes
Minimum Qualifications
- A bachelor’s degree from an accredited college in business management or administration, American history, political science or a related area of study
- 4 years of full-time professional experience in a governmental archive, records management center, or library complex
- 5 years of experience developing and implementing policy and managing records in a complex organization

- In-depth knowledge of technological applications and automated record keeping systems; and policies and procedures related to arranging and describing extremely complex collections
- Knowledge of the policies, procedures, goals, objectives, operational entities, requirements and activities as they apply to the assigned area of responsibility in DCHA
