Essential Duties and Responsibilities

- Incumbent serves as a Sergeant for the Authority’s Office of Public Safety with responsibility for instructing and assisting officers in the proper performance of their duties.
- Responsible for the preparation of roll call and ensuring that officers are attentive to the reading of orders, dispatches and complaints. Directs officers to proceed by the nearest route to their assignments and, unless otherwise directed by an official, leave immediately and maintain a constant patrol of their assigned area. Assists in the inspection of officers at the completion of roll call.
- Maintains a record of the names of officers who have been given warrants, subpoenas, notices and official papers for services or attention.
- Responds as often as practicable during each tour of duty to calls for police service; ensures that the proper police action is taken.
- Responsible for the proper conduct and appearance of subordinates (deemed guilty of neglect of duty and inefficiency when assigned officers are habitually late and indifferent in the performance of duties).
- Reviews all reports submitted by officers for accuracy and completeness.
- Ensures that all posts are covered as appropriate. In the event an officer cannot be located on his/her beat or post, arranges to have the beat or post covered. Institutes an immediate investigation as to the cause of the officer’s absence.
- Complies with Authority directives; notes and promptly reports any misconduct or violation of the rules and regulations on the part of subordinates.
- Ensures that all assignments and those of subordinate officers are completed or properly transferred or suspended before being relieved of duty. Ensures that all subordinate officers are properly relieved and accounted for at the completion of the tour of duty.
- Monitors and reports on the field performance of Authority building monitors and private security personnel contracted with the Authority to ensure compliance with laws, regulations, policies and procedures; conducts weekly in-service training for Authority police/security personnel.
- Serves as a recruiter for the Office of Public Safety. Such responsibility includes (1) maintaining records and receiving, screening, reviewing and verifying employment applications for the Office; (2) searching for and compiling employment information, preparing case files, and assisting in the preparation of documents to support employment denials; and (3) assisting with entry-level examinations, conducting job fairs, investigating and maintaining files, and acting as a liaison with the public, other agencies and Authority staff regarding public safety employment.
- Assists the shift commander in the conduct of investigations regarding complaints generated by residents and staff regarding public safety issues.
- Maintains a professional decorum and attitude in all dealings with residents, staff, visitors and superiors; conducts personal life in a manner that sets a positive example.
- Maintains liaison with all law enforcement offices and related agencies to exchange information and facilitate cooperative efforts.
- Provides any services necessary to further the mission and objectives of the Authority that are not restricted by legal or police department policy.
- In the absence of the lieutenant/ shift commander, assumes all authority, duties and responsibilities of the position.
- Performs other related duties as assigned.
Qualifications

Job Competencies
- Knowledge of governing District and federal public safety laws, codes, ordinances, regulations, policies, procedures and requirements, sufficient to implement the District of Columbia Housing Authority’s Public Safety program
- Expert knowledge of an extensive body of operative and innovative procedures, techniques and methods to detect, investigate and resolve crimes or other incidents
- Expertise in evaluating crime prevention programs and recommending changes to reduce opportunities for theft, assaults, illegal entry and other kinds of violations
- Knowledge of specialized operating requirements, methods and procedures for safeguarding government buildings, enforcing personnel access controls, protecting and preventing unauthorized access to certain areas, detaining violators who attempt to resist, subduing violent individuals, and other situations requiring special training and experience
- Skilled in oral and written communication
- Supervisory skills and abilities
Education and/or Experience
30 to 60 credit hours from an accredited college or university with emphasis in public safety or another related field; a graduate from an accredited Local, State, or Federal Police Academy or the Metropolitan Police Academy with at least three years of law enforcement experience, preferably in a public housing environment. Other equivalent combination of education and experience that meets the minimum qualifications requirement may be substituted. NOTE: There will be a multiple-choice exam for all applicants. The day of the examination will be on Saturday, March 8, 2025. The location and the time of the examination has not been determined.
