Role Description: |
The Manager, Contract Compliance and Business Development, is responsible for maintaining operational efficiency, ensuring contractor compliance, and promoting strategic growth. The role involves managing and implementing activities related to DC Water’s contract compliance programs, ensuring adherence to applicable regulatory requirements and policies. These responsibilities include certified business utilization, identifying business opportunities, determining prevailing wage for construction and service projects, and community engagement to meet DC Water’s required good faith efforts.
Essential Duties & Responsibilities: |
- Manages DC Water’s certified business compliance operations related to the Disadvantaged Business Enterprise (DBE), Women Business Enterprise (WBE), and Local/Small Business Enterprise (LSBE) contract goals and utilization.
- Analyzes, and evaluates external policies, and legislation and DC Water-wide administrative programs related to DBE/SBE/LSBE, and other identified programs. Leads the development and continuous advancement of new and ongoing initiatives to increase operational efficiency and effectiveness in key areas, including but not limited to DBE/WBE/LSBE utilization (with and without goals), monthly payment reconciliation, and fraud prevention activities.
- Ensures DC Water’s overall compliance with federal and local requirements related to DBE/WBE/LSBE contract management.
- Interfaces with internal business partners in the development, planning, forecasting, execution and troubleshooting of projects that include DBE/WBE/LSBE compliance requirements.
- Coordinates contractor outreach and engagement activities with DC Water’s departments of Procurement, Engineering Services, and other relevant user departments.
- Collaborates with applicable DC Water departments to develop strategies to facilitate DBE/WBE/LSBE participation as contractors/subcontractors and suppliers.
- Monitors the effectiveness of contracts, procurements, and contractors in accomplishing the objectives of DC Water’s Business Development Plan and program initiatives and recommends appropriate action to address any identified shortcomings.
- Serves as Contract Compliance Officer for key and major projects (capital and operational), oversight requirements and special initiatives.
- Provides program training, guidance, coaching and direction for team members, DBEs, WBEs, LSBEs, non-certified firms working on DC Water contracts, consultant teammates and internal business partners, in all aspects of the Business Development Plan requirements.
- Reviews and approves all training materials, standard documentation, protocols, practices, and SOPs for all new and existing certified business operational processes.
- Partners with the Vice President, Contract Compliance and Business Development as needed to support DC Water’s Business Development Plan.
Supervisory Responsibilities: Supervises planning and administration of the Contract Compliance Department, and selection, assignment, supervision, promotion, discipline, and training of personnel within the department related to the office’s community program areas.
Key Working Relationships: Interacts with employees throughout DC Water including senior and executive management, officials, representatives; staff from various regulatory agencies; and vendors.

Required Experience: |
Seven (7) years of progressive experience in local, small, minority, women-owned, and/or disadvantaged business enterprise program management and/or procurement contract administration. |
Three (3) – Five (5) years of management experience for managerial positions. |
Thorough knowledge of the laws and regulations related to the identified compliance programs. |
Minimum Education Requirements: |
Bachelor’s degree in Accounting, Business Administration, Economics, Engineering, Finance, Law, Political Science, Purchasing, or related field from an accredited college or university. (or an equivalent combination of education and experience). |
