The Performance & Engagement Specialist will work under the direction of the Talent Development & Engagement Team supporting the agency’s effort to connect, engage, and develop employees across the organization.
This specialist will support five (5) key areas:
- Onboarding Experience – This includes hosting New Employee Orientation, facilitating the New Employee Engagement Experience, and data analysis.
- Employee Experience – This includes launching biannual bulse surveys sharing feedback with the organization, and managers while reporting on actionable ways to improve the employee experience.
- Performance Management - This includes serving as SME, administering the HRIS Talent Management portal. This also involves assuring compliance with the agency performance management policy and performance appraisal expectations.
- Recognition & Rewards – This involves conducting two annual engagement initiatives to recognize employee performance.
The Engagement & Performance Specialist will carry out strategic goals and objectives daily. The following areas of responsibility are identified below with an approximate workload weight.
- Program Management 30% /-

Preferred Qualifications
- Bachelor’s or master’s degree in a field related to Human Resources, Public Administration, Education, Organizational Development, Instructional Design, or Industrial/Organizational Psychology.
- Prior Experience administering and managing performance appraisal or employee engagement efforts.
- Expertise in creating and implementing events, initiatives, and campaigns from start to finish, coordinating with multiple stakeholders.
- Demonstrated Ability to think innovatively and creatively; to ideate, iterate and try new things, and change course, if necessary, to achieve desired results
- Knowledge utilizing and experimenting with communication technologies and has experience maximizing digital content in various forms across a variety of communication channels.
- A deep understanding of HR best practices, trends, and employment laws.
- Experience with Workday, Cornerstone LMS, Articulate Storyline, & Voynd systems a plus.
- Knowledge of email marketing and graphic design software and applications (i.e. Canva)
