Description

The Construction Manager is a critical leadership role at DCOMM, positioned between the Supervisor and Operations Manager roles. This individual is responsible for managing multiple broadband Outside Plant (OSP) construction projects, including fiber optics, aerial, and underground construction. With a strong focus on project execution, this role emphasizes meeting deadlines, maintaining quality standards, and adhering to budgets while working closely with field supervisors, subcontractors, and customers. The Construction Manager ensures projects are completed efficiently and aligns with DCOMM’s operational goals and customer expectations. This role balances time between office-based responsibilities—such as scheduling, documentation, and reporting—and fieldwork, where the individual provides hands-on leadership and oversight. The ideal candidate thrives in a fast-paced, project-driven environment and demonstrates expertise in managing resources, fostering collaboration, and driving operational excellence.

YOUR ROLE IN ACTION

  • Oversight of Construction Projects: Manage multiple OSP construction projects, ensuring efficient workflows, adherence to SLA deadlines, and delivery of high-quality services.
  • Field Leadership: Provide on-site leadership to field supervisors, crews, and subcontractors, ensuring all teams understand project objectives, safety protocols, and timelines. Conduct regular site visits to monitor progress and resolve field challenges.
  • Project Scheduling and Coordination: Develop and maintain project schedules, ensuring resources, materials, and personnel are aligned with project milestones. Proactively address potential delays or disruptions to ensure timely completion.
  • Resource Allocation: Optimize the allocation of personnel, vehicles, materials, and equipment across multiple projects to maximize efficiency and cost-effectiveness.
  • Customer Collaboration: Serve as the primary contact for customers, providing regular updates, addressing concerns, and ensuring alignment with project goals and expectations.
  • Quality Assurance: Monitor and inspect work performed in the field to ensure it meets technical specifications, customer requirements, and company standards. Address any deficiencies promptly with corrective actions.
  • Safety Leadership: Enforce a safety-first culture by conducting safety briefings, audits, and on-site training. Ensure compliance with OSHA regulations, company policies, and customer-specific safety protocols.
  • Project Documentation: Maintain and update project documentation, including redlines, as-builts, fiber schematic worksheets, and project journal entries. Ensure all records are accurate, complete, and submitted in a timely manner.
  • Project Tracking Software Management: Keep internal project tracking software (Vitruvi) updated with accurate, real-time project data. Ensure timely and accurate updates in customer-provided project tracking platforms, aligning internal and external project records.
  • Budget and Financial Oversight: Track and manage project budgets, ensuring alignment with financial KPIs such as Labor-to-Revenue (L2R) and subcontractor payouts. Identify and implement cost-saving measures while maintaining quality.
  • Problem-Solving and Decision-Making: Address operational and project-specific challenges quickly and effectively. Provide actionable solutions and escalate significant issues to the Operations Manager as necessary.
  • Subcontractor Management: Oversee subcontractor performance, ensuring adherence to quality, safety, and contractual standards. Foster collaborative relationships to achieve project success.
  • All Other Duties as Assigned: Take on additional responsibilities to meet the evolving needs of the business and ensure operational excellence.

What We’re Looking For

  • Extensive Leadership Experience: Minimum of 5 years of experience in a leadership role managing teams of supervisors, field crews, and subcontractors in a high-activity construction environment. Proven ability to lead and develop diverse teams.
  • OSP Construction Expertise: Strong background in broadband Outside Plant (OSP) construction, including fiber optics, aerial, and underground work. Comprehensive understanding of workflows, customer metrics, and operational demands.
  • Experience and Expertise: Minimum of 5 years of experience in broadband Outside Plant (OSP) construction, with demonstrated success managing multiple projects. Strong knowledge of fiber optics, aerial, and underground construction methods and workflows.
  • Leadership Skills: Proven ability to lead and mentor field teams, including supervisors and subcontractors, in a high-activity, project-focused environment. Experience fostering collaboration, accountability, and a culture of safety and excellence.
  • Project Management Proficiency: Expertise in scheduling, resource allocation, and project execution. Familiarity with maintaining project timelines, quality standards, and financial controls.
  • Safety Leadership: Deep understanding of OSHA standards, construction safety protocols, and compliance requirements. Experience conducting safety audits and implementing risk mitigation measures.
  • Customer-Focused Approach: Exceptional ability to build and maintain strong relationships with customers, addressing concerns proactively and ensuring alignment with their expectations.
  • Technical Proficiency: Experience with project tracking tools, including Vitruvi, and customer-provided project management software. Proficiency in Microsoft Office Suite (Excel, Word, Outlook).
  • Organizational and Administrative Skills: Highly organized with a strong attention to detail. Ability to manage multiple priorities effectively and maintain accurate project documentation, including redlines, as-builts, and project journal updates.
  • Problem-Solving and Decision-Making: Strong analytical skills and a proactive approach to addressing field and project-specific challenges. Proven ability to implement practical and effective solutions.
  • Financial Acumen: Familiarity with managing project budgets, tracking expenses, and achieving financial KPIs, such as Labor-to-Revenue (L2R) and subcontractor payouts.
  • Adaptability and Resilience: Comfortable working in a dynamic, fast-paced environment, managing multiple priorities, and adapting to changing demands while maintaining exceptional performance.

  • Licensing and Compliance: Valid driver’s license with an acceptable driving record. Ability to meet company MVR, criminal background check, and drug testing requirements.

PHYSICAL & ENVIRONMENTAL CONDITIONS

    • Prolonged periods of sitting, standing, walking, or driving depending on the day’s responsibilities.

The Construction Manager will participate in a rotation to cover emergency calls, which may occur at any hour of the day. While the individual may not always respond to calls in person, they will be responsible for dispatching crews and coordinating responses to ensure timely resolution.
LOCATION AND TRAVEL

  • Primary Work Location: The Construction Manager will primarily operate within their assigned geographic region, balancing time between office settings and field visits to construction sites. The exact location will depend on the assigned territory.
  • Travel Requirements: Regular travel within the region is required to oversee projects, conduct site visits, and collaborate with teams and customers.
  • Overnight Travel: Overnight travel will be infrequent but may occasionally be necessary based on project timelines, customer requirements, or regional needs.
  • Lodging Expenses: Lodging expenses incurred during approved business travel will be covered by the company.
  • Per Diem for Meals: A per diem allowance will be provided for meals during approved travel.
  • Driver Expectations: A valid driver’s license is required for this role. The individual must maintain an acceptable driving record and adhere to safe driving practices when using company-provided or personal vehicles for business purposes.
