The DCR Office of Water Resources is seeking to hire a Seasonal Environmental Analyst II to assist primarily with tasks and duties related to reviewing and evaluating proposals to transfer water or wastewater between major river basins under the Interbasin Transfer Act (ITA). OWR staff at DCR serve as technical and planning staff to the Massachusetts Water Resources Commission, which is the entity entrusted with reviewing and approving interbasin transfers. This candidate will assist with administrative tasks, correspondence, research, technical review, and production of documents and presentations. As needed and as time allows, the candidate will also support other OWR staff including the Lakes and Ponds Program and may assist with tasks related to meetings of the Water Resources Commission (WRC) and Drought Management Task Force (DMTF). The ideal candidate should be organized, able to juggle multiple deadlines, and have strong communication and writing skills. Familiarity with ArcGIS suite is preferred.
The candidate will assist with:
- Reviewing the Environmental Monitor for projects that may trigger review under the ITA and drafting MEPA comment letters for such projects
- Research to determine water supply sources, wastewater discharge points, and basin boundaries, and review of Water Management Act permits and data
- Conducting annual reviews and follow-up on previously approved interbasin transfer projects
- Sending correspondence reminding prior interbasin transfer applicants of any required annual reports or outstanding conditions
- Project application reviews and technical analysis
- Keeping track of and complying with all regulatory deadlines
- Keeping track of internal due dates for all ITA-related tasks
- Website and database updates to include newly approved ITA projects
- Updating websites of the WRC as needed
- Compilation of meeting minutes from WRC and DMTF meetings
- Completing and maintaining a cyanobacteria advisory database
- Organization and entry into DCR Lakes & Ponds GIS database of lakes & ponds-related data such as native and aquatic invasive plant species information, bathymetry, waterbody and/or watershed acreage, nutrient data, and management history
- Other tasks as needed
