What are the responsibilities and job description for the Chief Estimator Construction position at DDI Southeast?
ESTIMATOR POSITION

Estimator Responsibilities Include :
Business Development / Marketing Team Leader – working with other team members to generate and identify
new project opportunities throughout multiple agencies.
Utilize extensive knowledge of federal and DoD contracting principals (FAR) Federal Acquisition Regulation
and Defense Federal Acquisition Regulation (DFARS), DoD Directives and Instructions, laws, regulations
and procedures in evaluating opportunities, projections and preparing proposals.
Lead the Pre-Construction efforts of the company; work closely with Project Managers to provide a
seamless transition to Project Manager’s lead during construction.
Locate, review and analyze details of plans and specifications to determine the scope of each project.
Prepare conceptual estimates from a preliminary floor plan, sketch and / or preliminary engineering.
Prepare and submit pre-bid questions.
Attend pre-bid site visits and meetings as necessary.
Read Scopes of Work (SOW), specifications, technical documents, blueprints, engineering, project manuals
and contract documents to prepare estimates.
Prepare accurate quantity take-offs for each estimate working closely with architects and / or engineers,
clients, suppliers and sub-contractors.
Work with safety team to identify potential risk for each bid and develop a thorough risk mitigation plan.
Identify and quantify cost factors and lead times in order to provide schedules that include production time,
materials, equipment and labor, staff / crew sizes and time required for the duration of the project.
Identify, understand, and develop strategic opportunities for bid preparation.
Attend meetings, seminars, webinars and training as assigned or necessary for growth within the industry.
Utilize on-line software and sites to organize, update, post and maintain bid documents.
Communicate regularly, often and effectively with all professionals involved with the project both verbally
and written.
Provide all information to assist in the presentation and submission of proposals and post submission value
engineering and final price negotiations.
Participate in subcontractor / vendor proposal reviews and confirm scope of work.
Observe and monitor subcontractor / vendor participation throughout the bidding process.
Manage the hard-bid estimate process through its entirety by devising a bid pricing schedule, soliciting
subcontractor and vendor participation and analyzing quotes for quantity and specification compliance.
Qualifications :
Engineering, Mathematics, Construction focused bachelor’s degree preferred
IDIQ, MACC and MATOC experience
Minimum of 5 years of experience in General Construction, Roofing or HVAC government estimating
Must be knowledgeable in Government contractor opportunity sites
Attention to detail and the ability to thoroughly understand the context and ramification of the detail
Extensive knowledge of federal and DoD contracting principles including FAR, DFARS, DOD
Directives and Instructions, laws, procedures and regulations.
Extensive knowledge of construction methods, processes and techniques
Project Management Experience is a Plus
HVAC Project Management Experience is a Plus
Knowledge of price and cost analysis sufficient to review proposals against previous history, actual
and estimated expenditures and established rates to determine price reasonableness or to
determine a negotiated pricing position.
Must be knowledgeable in Microsoft Project, MS Excel, P6 or Primavera, AutoCAD, Microsoft Office,
Eagle View, Plan Swift, RS Means and other estimating programs which may be incorporated in the
future as necessary.
Must provide valid driver’s license with safe driving history
Must be able to obtain DoD security clearance and pass a background checks as required by each
installation
Physical Requirements :
Must maintain the physical condition necessary to perform tasks in an office setting to include operating a computer,
keyboard and other office equipment; safely drive equipment and / or company vehicle as needed; and walk, stand
and climb distances in construction settings in order to inspect the progress of assigned projects or prospective
construction and HVAC projects. Must be able to climb a ladder and stair scaffold. Must be knowledgeable in
Safety Plan required PPE and practices to attend all site visits as needed throughout the process.
Working Conditions :
Temperature controlled office environment. Out-of-area and overnight travel is expected. Experience with extreme
temperatures and weather while on job sites should be expected.
