What are the responsibilities and job description for the Environmental Health Specialist position at Dearborn County Government?
Responsible for investigating environmental complaints, conducting on-site inspections, and enforcing federal, state, and local public health and environmental protection laws, rules, and regulations.
Inspects sites prior to and after construction of septic and sewage disposal systems, coordinating soil tests and reviewing landscape features, identifying problems, recommending appropriate designs, and/or taking corrective actions as needed to assure compliance with all applicable laws and legal requirements.
Responds to requests, questions, and problems concerning septic systems, wells, and related environmental concerns, providing information and assistance, explaining procedures, conducting inspections, and issuing or denying permits.
Assists with training and educational seminars for onsite sewage disposal system installers and contractors.
Performs environmental inspections of public and semi-public swimming pools to ensure compliance with local, state, and federal standards.
Receives and investigates complaints concerning housing, environmental pollutants, trash, and related conditions, sending warning letters, conducting follow-up investigations, and taking corrective and/or legal enforcement actions as situations require.
Conducts inspections regarding rodent and insect infestation, vector control needs assessments, and provides consultation and public education concerning methods of rodent and vector control.
Assists with inspections and/or sampling for communicable disease outbreaks and drinking water systems.
Performs environmental health inspections of tattoo parlors, enforcing public laws, codes, ordinances, and regulations, and providing related consultation.
Investigates various spills and/or discharges into the ground and/or bodies of water. Works closely with Indiana Department of Environmental Management (IDEM) on spill and outdoor air complaints.
Testifies in legal proceedings/court as requested.
Occasionally responds to emergencies on a 24-hour basis.
Performs related duties as assigned.
REQUIREMENTS
Bachelor’s Degree in biology, environmental health, or related field with one to two years of relevant work experience, or any combination of education, training, and experience.
Must be a Lead Risk Assessor in the State of Indiana or become one within 1 year.
Must be at least 21 years of age.
Must submit to a background check and drug screen.
Thorough knowledge of standard principles and practices of public health and environmental protection, with ability to effectively evaluate sanitation problems.
Knowledge of federal, state, and local laws/regulations governing environmental sanitation, with ability to conduct effective investigations, perform testing/sampling procedures, review and approve permits, and assure compliance with all legal requirements.
Working knowledge of and ability to properly operate a variety of environmental testing equipment and chemical analysis equipment.
Ability to read and interpret detailed blueprints, schematics, specifications, and maps.
Ability to work extended hours, evenings and/or weekends, and occasionally travel out of town.
Ability to occasionally respond to public health emergencies on a 24-hour basis.
Possession of a valid Driver’s License and demonstrated safe driving record.
