POSITION OVERVIEW :

This is a responsible position under the direction of the Resident Services Supervisor.  This position is responsible for providing the residents access to a fast range of community services available.  This position also develops personal knowledge of the location and capabilities of various community facilities and resources and assists residents in receiving services.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

1.       Establishes goals, objectives, and work plans and assigns appropriate services, programs, and referrals at all assigned sites.

2.       Develops and delivers programs and activities for assigned site, examples are STAR program, Job Bank, various youth programs, drug education / drug prevention programs, various teen programs, assists with Resident Association, and various family programs.

3.       Works cooperatively with Authority staff and other agencies in the planning and development of services and activities.

4.       Interviews and counsels with residents relative to management, social, and maintenance problems.

5.       Directly delivers programs, services and works with youth and families.

6.       Supervises activities of assigned staff.  Plans and assigns work to be performed by staff.

7.       Implements programs in accordance with directions.  Makes recommendations for program changes and improvements.

8.       Performs regular data collection for annual and other periodic program evaluations / grants to determine effectiveness of service delivery.

9.       Visits residents in their homes, particularly visiting new residents, and makes them aware of services and programs and to familiarize them with the area.

10.   Makes follow-up housekeeping inspections and assists housekeeping and other training efforts.  Goes to see residents and works with residents if rent is late or if referrals are received from another department or outside agency.

11.   Provides and promotes educational opportunities and works closely with local educational systems by making consistent and regular contact with teachers, social workers and other necessary staff to ensure academic achievement levels of community youth is on appropriate level.

12.   Organizes and leads groups in recreation and other activities, including on weekends as needed.

13.   Counsels with youth people and parents in relation to behavior, academic achievement and makes appropriate referrals when additional family assistance is needed.

14.   Ensures use of Learning Center or other programs and related activities by community youth and families, including recruiting, publicity.  Works closely with Learning Center staff to coordinate effective youth and family programming.

15.   Responsible for coordinating and scheduling use of respective community center for use by residents, Housing Authority staff and community groups, as assigned.

16.   Attends work with regularity and punctually and recognizes that attendance is an essential duty and responsibility of this position.

ADDITIONAL RESPONSIBILITIES :

1.       Provides a continual liaison between the resident and the greater community and works to develop community involvement and pride.  Surveys community for their interest and needs.

2.       Develops and maintains cooperative relationships with residents and others, in order to establish goals and objectives to meet existing needs.

3.       Coordinates with other employees, departments, and outside agencies to deliver services needed to meet established goals and objectives.

4.       Inspects facilities, equipment and program activities for safety and directs the correction of unsafe physical and program conditions.

5.       Requisitions and justifies the purchase of equipment and supplies for program use.

6.       Provides daily, weekly, and / or monthly reports as needed.

7.       Acts on referrals made from other Authority departments / divisions and outside agencies and makes referrals to other agencies.

8.       Develops relationships with the community and volunteers and actively recruits their participation and support.

9.       Assists supervisor and the department director in preparing program submittals for the Residents Services Division.

10.   Responsible for maintenance and upkeep of Authority owned vehicles.

11.   Responsible for recruiting volunteers to help with various programs (especially youth programs.)

12.   Works closely with other Authority staff involved in the oversight, administration, etc. of programs related to programs funded by others.

13.   Assists families in employment, training and other assigned areas.

14.   Contributes to newsletters regarding all schedule and special activities and information of general or educational value.

15.   Addresses community needs in cooperation with other Authority staff.

16.   Resolves problems and conflicts that arise and seeks assistance of supervisor when needed.

17.   Performs other related work as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES :

1.       Knowledge of community agencies serving the needs of lower income families.

2.       Knowledge of youth programs, including sports, scouting, school work, etc.

3.       Ability to coordinate with outside agencies, private employers, and others.

4.       Ability to assist residents with family problems.

5.       Ability to achieve rapport and establish effective communications with residents of lower income housing, particularly youth.

6.       Ability to be tactful, courteous, and discrete.

7.       Ability to work at multiple sites.

8.       Ability to supervise employees and coordinate a complex workload.

9.       Ability to operate Agency’s equipment pertinent to related programs.

10.   Ability to drive a 14 passenger bus

11.    Tolerance to all extremes of hot and cold weather and efficiently handle a changing environment.

EDUCATION AND EXPERIENCE :

1.       Graduation from an accredited college or university, with a degree in the social sciences (sociology, psychology, counseling, or education), or related field.

2.       At least three years of responsible experience in providing social services programs to a broad client population, or related work experience.  At least two years of experience in active, varied youth programs.  One year of supervisory experience is required.

3.       Training in computer input, software programs and use of at least 1 year.

4.       Any equivalent combination of education and experience will be considered.

5.       At least two years’ experience in preparing and processing detailed paperwork utilizing computer systems.

PHYSICAL REQUIREMENTS :

This position is required to work in an office setting that is generally accessible to the mobility and sensory impaired.  The incumbent must have the ability to utilize standard office equipment and access files and documents.  The incumbent must have the ability to lift up to 20 pounds.  Must be able to work while seated for extended periods of time.

SPECIAL REQUIREMENTS :

1.       Must be bondable.

2.       Possession of a valid State of Georgia Driver’s Licenses.

3.       Must be insurable by the Authority’s fleet insurance carrier
