DAS Services is seeking an experienced Proposal Manager to join our team in APG, MD.
Position Description:
- Manage full lifecycle of proposal response from capture through submission
- Deliver compliant, winning proposals and convincing RFIs
- Maintain comprehensive knowledge of past successful proposal activity and use repositories to identify past content directly relevant to current proposal efforts
- Proactively lead proposal team and proposal process managing (engaging) kickoff meetings, status calls, SME meetings, working groups, tasks, schedule, deadlines, and all relevant coordination with partners/team for responses to Government requests for proposals (RFPs)
- Manage development of responses to RFPs, market research, and Government inquiries
- Write non-technical portions of the proposal and communicate win themes and strengths
- Lead color team reviews of proposal strategies, storyboards, win themes, and content according to Shipley proposal process
- Provide oversight of final proposal production, including desktop publishing, proofreading, editing, printing, and binding
- Coordinate proposal efforts with SMEs, content writers, contracts manager, contractors, subcontractors, finance, recruiting, and security
- Prepare business development and project-specific presentations utilizing Microsoft PowerPoint and various other graphic tools
- Monitor status of proposal development for completeness, compliance with RFP requirements, and inclusion of win themes and discriminators
- Receive, review, and extract all need information from RFQ or RFI to set up proposal team for successful responses
- Demonstrated capability to write clear, logical, and persuasive documents in a variety of technical and non-technical areas for proposal sections
Required Skills, Qualifications, and Availability:
- Bachelors degree or equivalent experience
- 3-5 years or more experience managing and writing/editing compelling and compliant multi-volume proposals with a record of DoD contract awards
- Demonstrated performance in managing tasks and resources in an uncertain, dynamic operational environment
- Experience working in a fast paced, team environment with adaptability to competing priorities
- Exceptional organization skills and experience with organizational data/knowledge management
- Knowledge and experience with DoD Acquisition and the Shipley proposal process
- Experience with search queries, reporting, and proposal submission on GSA eBuy, SeaPort-Next Generation
- HIGHLY proficient in Microsoft Office Suite with a particular focus on MS Word
- HIGHLY computer literate with ability to use technology tools and learn new technology tools as required
- Ability to work in-person in Aberdeen, MD office for normal business hours (some telework acceptable)
- Infrequent CONUS travel
- Secret security clearance
Desired Skills:
- Experience developing proposals for U.S. Army Program Office support
- U.S. Army SETA contractor experience
- Association of Proposal Management Professionals (APMP®) Certification
- Develop and refine graphics for inclusion in proposals
