As a PERSONNEL SECURITY SPECIALIST (RISK MANAGEMENT) you will be responsible for the following duties :
This position is located within the Defense Counterintelligence and Security Agency (DCSA) Adjudication and Vetting Services (AVS), High-Risk Handling Division (HRH), Current Operations Branch. The HRH Division integrates risk analysis and operational risk mitigation into the personnel vetting, continuous vetting, and personnel security clearance processes.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies / knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG / GS 12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes : Searching personnel security, intelligence, counterintelligence, law enforcement, and / or insider threat databases and message traffic handling systems on secure automation systems to analyze and assess allegiance, foreign influence, foreign preference, criminal, and insider threat risks of security clearance holders; experience applying knowledge of federal personnel vetting, counterintelligence, insider threat, personnel security, law enforcement, and intelligence fields in the development of new all source and personnel vetting analytical methods, approaches, and procedures; experience using human risk-related investigations and operations (e.g. background investigations, counterintelligence, human intelligence, insider threat, law enforcement, and / or criminal investigations), reports of insider threat concerns, law enforcement reports, security incidents and security vulnerability assessments to identify and correlate potential insider threat issues with other factors that may affect an individual's ability to gain a security clearance or maintain a position of trust; experience with the organization of intelligence, counterintelligence, insider threat, law enforcement, and personnel vetting communities, including their capabilities and jurisdictions.

Specifically you will be evaluated on the following competencies :
1. Vulnerabilities Assessment and Management : Conducts assessments on threats, hazards and vulnerabilities, determines the level of risk against missions, personnel, facilities, assets and resources. Develops and recommends appropriate mitigation countermeasures in operational and non-operational situations.
2. Personnel Security : Develops and / or establishes Security policies, procedures, or methodologies for core Security principles of personnel security or insider threat. Evaluates internal and external security policies and ensures consistency with regulatory requirements.
3. Attention to Detail : Is thorough when performing work and conscientious about attending to detail.
4. Strategic Thinking : Formulates objectives and priorities, and implements plans consistent with the long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organizational goals and values. Capitalizes on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders.
