Summary

The Defense Counterintelligence and Security Agency (DCSA) seeks a Security Guard to serve on rotating shifts in and around our Ft. Meade, MD facility enforcing special security measures in a restricted controlled environment to protect personnel, property, records, material, and equipment against injury, harm, damage, fire, theft, and the possibility of threats. Responsibility is for an Army-hosted, jointly-manned DoD facility for three different Department of Defense intelligence agencies.

    Duties

    As a SECURITY GUARD you will be responsible for the following duties :

  • Enforces Federal and State laws, regulations, SOPs, and lawful orders as authorized by the installation commander and security manager.
  • Guards building entry / perimeter, clears personnel entering and departing, maintaining active employee roster, assuring proper identification of personnel, equipment, and VIPs.
  • Conducts spot checks of badges to ensure use only by person to whom issued.
  • Ensures the building is secure, identifies potential insecurities, vulnerabilities, and initiates correction action.
  • Remain vigilant against potential Insider threats in accordance with ATFP and enforcing physical security policy.
  • Individual must understand Federal and State laws relating to the carrying, use, and storage of weapons / ammunition.
  • Helps maintain automated access control system for the building and monitors automated security systems to include closed circuit televisions systems.
  • Manages, operates and serves as the Site Security Manager for the Real-Time Automated Personnel Identification System (RAPIDS) for all tenant employees.
  • Takes charge during fire alarms, fire drill, and bomb threats. Ensures that building is properly and quickly evacuated.
  • Writes and presents oral reports of incidents to the chain of command for review.
  • Individual is armed, in the line of duty, to provide protection from possible acts of disruption on the site and harm to employees and visitors in the facility, the interior which includes a SCIF.

  • This position is designated as a Testing Designated Position (TDP) under the civilian drug- testing program. As a mandatory requirement for employment in this TDP, the incumbent is to refrain from the use of illegal drugs
  • If required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as a TDP
  • In response to emergency / alarms, duties may require incumbent to work long or protracted hours, including shift work
  • A pre-appointment physical exam is required : Will be required to pass an annual physical ability testing in accordance with applicable DoD Instructions
  • Employee must also be trained on the use of firearms semi-annually and follow guidelines set in AR 190-56 and DoDI 5525.15. Personnel found unable to qualify with firearms will not be retained
  • Qualifications

    This position is subject to the LAUTENBERG AMENDMENT to the Gun Control Act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of Defense are not exempt from the provision. Therefore, as a condition of employment, incumbent will be required to sign a form acknowledging understanding of this provision

    Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies / knowledge, skills and abilities necessary to successfully perform the duties of the position.

    You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS / GG-05) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience.

    Specialized experience for this position includes :

    GG-07 level includes :

  • Experience with the standardized security rules, procedures, and operational processes to safeguard national defense materials and applying access controls to restricted areas.
  • Experience with guarding a perimeter or building clearing personnel entering and departing, and maintaining prescribed records.
  • Experience with crime prevention programs to reduce opportunities for theft, assault, illegal entry, and other violations; operating a variety of communications / electronics equipment, including radios, CCTV, magnetometers, and intrusion detection systems (including Hersch systems) to ensure security of the facility, surrounding areas, and to identify unauthorized entry.
  • Experience with the RAPIDS system ensuring adherence to the requirements and policies to issue and return CACs to DMDC; conducting Random Antiterrorism Measures (RAMs) / Force Protection Condition (FPCON) exercises in accordance with applicable DCSA, Army regulations, and AVS directives.
  • Experience in the use of special individual weapons in marksmanship, multiple weapons stress (shoot / no shoot), instinctive firing, automatic firing, weapons safety, and maintenance assembly / disassembly.
  • GG-09 level includes :

  • Experience with the standardized security rules, procedures, and operational processes to safeguard national defense materials and applying access controls to restricted areas; guarding a perimeter or building clearing personnel entering and departing and maintaining prescribed records.
  • Extended training related to specialized operating requirements, safeguarding national defense materials, proper procedures for applying and carrying out and applying access controls to restricted areas.
  • Experience interpreting and implementing federal and state laws pertaining to weapons and ammunition and DoD policies regarding authorized access to facilities.
  • Experience maintaining access control within a location, perimeter, or facility to friendly and unfriendly personnel, VIPs, and other visitors assuring proper identification of personnel and equipment and maintaining prescribed records.
  • Experience operating a variety of communications / electronics equipment, including radios, CCTV, magnetometers, and intrusion detection systems (including Hersch systems) to ensure security of the facility, surrounding areas, and to identify unauthorized entry this includes the RAPIDS system, requirements, and policies to issue and return CACs to DMDC.
  • Experience carrying out a variety of interrelated security assignments as well as the necessary skill to resolve a wide range of problems.
  • Experience with emergency and deployment procedures associated with vehicular response to prevent unauthorized entry and access control points to include stop and report unauthorized vehicles to the Provost Marshall office to prevent unauthorized access.
  • Experience conducting Random Antiterrorism Measures (RAMs) / Force Protection Condition (FPCON) exercises in accordance with applicable DCSA, Army regulations, and AVS directives.
  • Experience using special individual weapons in marksmanship, multiple weapons stress (shoot / no shoot), instinctive firing, automatic firing, weapons safety, and maintenance assembly / disassembly as well as serving as a mentor or trainer for entry level personnel.
  • Experience formatting and preparing a variety of recurring and special reports.
  • Experience evaluating crime prevention programs and implementing changes to reduce opportunities for theft, assault, illegal entry, and other violations.
  • Experience recognizing collecting and marking evidence for use in investigations and writing up incident reports.

  • Physical Security : Knowledge of methods and controls to protect an organization from natural or man-made threats to physical locations where information systems equipment is located or work is performed (for example, computer rooms, work locations, and equipment rooms).
