Responsibilities:


Position Information: Serves as a Clinical Laboratory Scientist with duties in Point of Care Testing and Quality Assurance.


Position Duties: Serves as a Clinical Laboratory Scientist performing duties associated with the Carl R. Darnall Army Medical Center (CRDAMC) Department of Pathology and Area Laboratory Services (DPALS) point of care testing and quality assurance/improvement programs under the general supervision of the DPALS laboratory manager.
Maintains current knowledge of all laboratory related accreditation and regulatory requirements and other applicable guidelines and directives published by higher command authority, the College of American Pathologists (CAP), the Joint Commission on Accreditation of Healthcare Organizations (JCAHO), the Defense Health Agency’s Center for Laboratory Medicine Services (CLMS), the Occupational Safety and Health Administration (OSHA), and other agencies and organizations, including the American Society for Clinical Pathology (ASCP), the American Association of Blood Banks (AABB), and the Food and Drug Administration (FDA).
Maintains proficiency in all areas of the decentralized labs and maintains current knowledge of new and evolving methodologies to troubleshoot and resolve testing issues. The tests performed may include testing in any of the laboratory specialty areas, i.e., Chemistry, Hematology, Microbiology, and/or Blood Banking.

Point of Care Testing (POCT):
Assists DPALS POCT manager with maintaining an established comprehensive assistance program for all decentralized laboratories in the CRDAMC footprint. Through cooperation, oversight, and assistance that is provided, seeks to ensure that the requirements of accreditation and regulatory agencies are met. Assists with periodic site visits to assess compliance with established protocols and guidelines, i.e., quality control, instrument preventive maintenance records, documentation/retention of patient results and other records, and training and competency assessments.
Assists DPALS POCT manager with providing oversight for the proficiency testing programs (external and internal surveys) for DPALS and/or PPM/POCT testing sites. For DPALS POCT sites, provides oversight of the receipt, processing, and timely reporting of results for the specimens in the proficiency test challenge shipments and tracks proficiency test performance. Maintains proficiency testing program records and reports for the prescribed retention period.
Documents deviations from regulatory protocols and guidelines; briefs the DPALS chief, laboratory manager, and the POCT manager concerning the extent and potential consequences of detected deviations.
Acts as a liaison with hospital logistics to ensure the correct ordering of all supplies for the POCT sites, which includes, as necessary, tracking and validation of reagent lot numbers.

Quality Assurance (QA) and Performance Improvement (PI):
Acts as a member of the DPALS QA and PI teams and, as required, assists with the following:
Monitoring and evaluating regulatory requirements and ensuring, when appropriate, corrective actions taken are documented and reported in a timely manner to the appropriate individuals/committees. Performs follow-up analyses to ensure the corrective actions implemented are effective and initiates further action if additional measures are required to fully resolve an issue.
Coordinating laboratory investigations and responses to all Quality Assurance/Risk Management complaints, health care provider complaints, patient complaints, and staff complaints. When an investigation indicates corrective action within the department is required, confers with section supervisors/laboratory management to develop recommendations for corrective actions. Proposed corrective actions are developed with the express intent of preventing similar future occurrences.
Reviewing and assessing sectional compliance with competency training requirements by verifying initial, semi-annual (when required), and annual certifications of competencies are being performed and documented in a timely manner by DPALS section supervisors.
Coordinating efforts to validate new/revised standard operating procedures (SOPs) as requested.
Preparing for the monthly DPALS QA Committee meetings by compiling reportable data from section supervisors for presentation and preparing the committee meeting minutes.
Developing laboratory performance improvement projects and evaluation studies in accordance with regulatory guidelines and directives. Analyzes data and recommends corrective action, as required, based on findings.

Training:
Serves as a super-user in MHS Genesis and resolves simple technical issues. Identifies training needs and assists with on-the-job training as needed or requested.
Performs other duties as assigned.

Qualifications:
U.S Citizenship required

Experience:
  • Preferred three years of experience with point of care testing and general laboratory experience.
  • This position requires a job-related certification. You must submit a copy of your certification with your application package.


Certification:

  • Certification from American Society of Clinical Pathology (ASCP), American Medical Technologist (AMT), or other board or registry deemed comparable by the Office of the Assistant Secretary of Defense for Health Affairs or their designee as a Medical Laboratory Technician (MLT) is required.
**This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations. Applicants tentatively selected for appointment to this position will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations.**

Salary : $57,800 - $73,200
