Specialized Experience:
For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.
Specialized experience is defined as: Experience leading crisis management efforts including designing and conducting crisis response exercises, drills, and scenario-based training; Prioritizing tasks based on evolving organization needs and available resources; Assist in developing, planning, and implementing strategies for continuity of operations during critical events while applying laws, regulations, policies, and precedents related to emergency management.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Duties
- Ability to be able to handle tasks, planning, programming, budgeting and execution, and general mission support functions necessary for administrative oversight.
- Experience handling assigned projects and missions, which include assisting in the oversight of specialized policies, plans, and procedures.
- Able to interpret and execute relative requirements of emergency management directives, regulations, policies, standards and guidance
- Represent the organization at Interagency meetings, forums, working groups, panels, and program briefings with Agency Heads, Law Enforcement, Intelligence Community, White House Military Office and senior internal and external stakeholders.
- Able to identify, develop, and refine broad-based strategies to improve the overall effectiveness and efficiency of the plans, processes, and procedures.
- Ability to manage Emergency Relocation Sites in support of the mission.
- Able to create training plans to equip the workforce for continuity readiness.
- Able to translate continuity directives and best practices and apply them toward improving mission readiness.
- Apply quality control standards to continuously improve continuity readiness.
- Appy hazard mitigation best practices to improve mission readiness.
- Organize and manage logistics requirements in support of the continuity program.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- This is a Mission Essential position. The nature of the position’s duties and the organization’s operational mission requires the incumbent to physically report to their duty station in certain situations.
- May be subject to initial and random drug testing for this position, if applicable.
- Males born after 12-31-59 must be registered or exempt from Selective Service.
- This position requires the incumbent to travel away from their normal duty station to other locations within the continental United States (CONUS) and/or other locations outside the continental United States (OCONUS) up to 20 percent of the time.
- This position requires the incumbent to work an alternative or shift work schedule.
- In accordance with DoD 8140 policy series, the position is subjected to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months
