Summary

This position is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure.

This position is for DISA White House Communications Agency at Joint Base Anacostia-Bolling, District of Columbia. This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment under 10 U.S.C. 1599f.

Duties

  • Supervises Information Technology Specialists and provides oversight of Information Assurance (IA) contractors, who help to administer the WHCA IA program.
  • Supervisory duties include but are not limited to assigning and reviewing work, approving support forms, developing performance standards, evaluating work performance, and finding ways to improve production and the quality of products or services.
  • Establishes procedures for documenting status of information system accreditation.
  • Coordinates with IA managers, to include DISA, Department of Defense (DoD), and supported activities, to discuss and resolve IA issues and requirements.
  • Compiles IA resource requirements from subordinate activities and develops documentation for Program Objective Memorandum and other resourcing processes.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Drug Testing Position, subject to pre-employment and random drug testing.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual.
  • This is a Top Secret/SCI position with Yankee White.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements

Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.

Attention to Detail - Experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.

Customer Service - Experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs.

Oral Communication - Briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.

Problem Solving - Identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions.

OR

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Qualifying Experience

To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: .

Experience with information assurance and cybersecurity projects, planning, analyzing, and evaluating information security programs to include vulnerability management, security controls, and risk assessments.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Additionally, prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon an Single Scope Background Investigation (SSBI), AND be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White - Category II, minimum).

Education

There is no substitution of education for the Qualifying Experience at the GG-13 grade level.

Failure to provide transcripts, or a determination that you do not possess the education requirement, will result in objection to your qualifications, and removal from consideration in accordance with competitive examining procedures.

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education

  • A three year probationary or trial period may be required.
  • Telework availability will be based upon the mission requirements and supervisory determination.
  • This position is subject to completion of 1 year probationary period for assignment to a supervisory position.
  • Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
