This position is for DISA White House Communications Agency at Thurmont, Maryland. This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. Duties

  • Provides direct supervision compromised of military, civilian and contractors within the Special Missions Command (SMC) across 10 geographically dispersed areas.
  • Expert IT/Telecommunications Specialist working in specialty areas including: policy and planning, security, systems analysis, applications software, operating systems, network services, data management, systems administration, and customer support.
  • Provides planning for IT /Telecommunications support including logistics and financial/budgetary planning for deployed missions, Continuity of Government (COG), Continuity of Operations (COOP) mission support, and required training.
  • Serves as staff advisor/authority on Presidential IT, communications, and operational matters.
  • Provides oversight of the SMC equipment accountability, consisting of IT assets, secure and non-secure telecommunications devices and automation information systems valued in excess of $12 million.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements

Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.

Attention to Detail- experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.

Customer Service- developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.

Oral Communication- briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.

Problem Solving- identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

OR

Undergraduate or Graduate Education:
Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

AND

Qualifying Experience

To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as:

Experience setting goals and managing secure and non-secure IT Networks. AND Experience developing and maintaining Telecommunications networks. AND Experience managing contractor work.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Additionally, prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon an Single Scope Background Investigation (SSBI), AND be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White - Category II, minimum).

Education

There is no substitution of education for the Qualifying Experience at the GG-15 grade level.

  • A three year probationary or trial period may be required.
  • Telework availability will be based upon the mission requirements and supervisory determination.
  • This position is subject to completion of 1 year probationary period for assignment to a supervisory position.
  • Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.

  • This is a covered position and the person selected for this position must complete an OGE Form 450, Confidential Financial Disclosure Report within 30 days of appointment pursuant to 5 CFR 2634.903(b) (DoD 5500.7).
  • This position has been designated as "Mission Essential." Incumbent will be required to report to work or relocate to a new duty location, within the United States, in times of local/national emergency.
  • Employee is subject to recall or call back during off-shift hours, 7 days a week, 24 hours a day, if required by upper management.
