Summary This position is located in the Office of the Chief Information Officer, serving as the Supervisory Budget Analyst in the Programs and Execution Division coordinating across the DCSA in support of the OCIO IT requirements. The purpose of this position is to promote sound financial management business decisions within DCSA, enhance business practices, performance management and measurement, and efficient and effective financial management process. Responsibilities As a SUPERVISORY BUDGET ANALYST you will be responsible for the following duties : Serves as expert advisor and consultant to the Programs &Execution Division Chief, on budget requirements, management and resource planning, product development and rate setting with the objective of assessing and shaping the current and future budget programming cycles and requirements, program financial management and financial reports for detailed reporting of Agency alignment to the OCIO POM requirements and commitments. Develops OCIO submissions for each phase of PPBE to ensure they are in compliance with guidance and directives provided by FM and applicable oversight organization. Develops alternatives for resource realignment to fund cost increases, expand program efforts, shift fiscal priorities, and identify trade-offs for recommended actions for OCIO operating objectives. Provides staff support regarding PPBE when reviewing plans, papers, and studies in the context of current and future DCSA resource policies and procedures. Ability to review budget submissions from multiple organizations to ensure cross-program support. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies / knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS / GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes : This position requires interpretation and application of a broad range of interrelated financial management functions and processes, such as strategic planning, requirements management, product development, rate setting, and performance metrics to drive alignment between the strategic planning and the PPBE processes to inform the POM phase submittal to ensure adherence to the Defense Planning Guidance (DPG). The incumbent collaborates across DCSA on behalf of OCIO with senior leaders, program managers, project leaders, branch chiefs and other key personnel to keep stakeholders fully informed of budget operational details, schedules, and costs. Coordinates budget, requirements and resource alignment actions of multiple organizational elements and events and consolidates information to provide overall detailed guidance and direction during multi-phased PPBE cycles and execution alignment of current Agency / OCIO strategic goals and acquisition activities. Specifically you will be evaluated on the following competencies : Budget Execution- Manage budget requirements by allocating, monitoring and analyzing budgets in compliance with DoD and other statutory / regulatory guidance. Budget Formulation, Justification, and Presentation -Manage budget requirements by forecasting, developing and justifying budgets in compliance with statutory / regulatory guidance. Financial Stewardship -Manage, allocate and monitor financial resources in compliance with laws, regulations, and policies, with sufficient transparency and appropriate internal controls to ensure these resources are efficiently applied to meet organizational goals and objectives, while considering the Federal Government's fiduciary duty to the Nation. Fundamentals & Operations of Budget- Research and analyze information related to the federal budget process to support budget formulation and execution. Financial Management-Prepares, justifies, and / or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
