Job Overview
Defense Technical Recruiting (DTR) is seeking a highly motivated and experienced Senior Acquisition Specialist to provide comprehensive program management and acquisition support to our United States Space Force (USSF) Operational Test and Training Infrastructure (OTTI) customer. This role demands a proactive and results-oriented individual with a strong understanding of government acquisition regulations and experience in developing and delivering high-quality acquisition documentation.
Position Duties:
Personnel will provide program management and acquisition support to the OTTI portfolio of programs, provide rapid tasking and execution of short-term initiative(s), and develop and deliver acquisition documentation.
Roles and Responsibilities:
- Program Management:
- Provide end-to-end program management support for OTTI projects, including planning, execution, monitoring, and closeout.
- Develop and maintain program schedules, budgets, and performance metrics.
- Identify and mitigate program risks and issues.
- Prepare and present program status reports to stakeholders.
- Acquisition Support:
- Lead the development and execution of acquisition strategies for OTTI projects, ensuring compliance with all applicable regulations (e.g., FAR, DFARS).
- Manage the solicitation, evaluation, and award of OTTI agreements.
- Conduct market research and identify potential sources for prototype projects.
- Negotiate and administer OTTI agreements, including modifications and closeouts.
- Rapid Tasking and Execution:
- Respond to urgent and short-term acquisition needs with agility and efficiency.
- Develop and implement creative solutions to meet evolving program requirements.
- Collaborate effectively with cross-functional teams to achieve project objectives.
- Acquisition Documentation:
- Prepare clear, concise, and compliant acquisition documentation, including:
- Acquisition Plans
- Statements of Work (SOWs)
- Requests for Proposals (RFPs)
- Justifications and Approvals (J&As)
- Source Selection Plans
- Contract Briefs
- Ensure all documentation adheres to established templates, formats, and quality standards.
Travel and Travel Reporting Requirements:
Personnel will be required to travel quarterly to support SSC/TIDP technical interchange meetings, integration, development, architecture, and infrastructure discussions. Quarterly travel to Albuquerque, NM, and the NCR is expected. Trip duration of three to five days per trip would be the norm. Personnel will provide a trip report no later than fifteen (15) business days after travel is complete.
Required Qualifications:
- Education: Bachelor's degree in Business Administration, Public Administration, Contracting, Finance, or a related field.
- Experience: Minimum of 10 years of progressive experience in government acquisition or a related field.
- Knowledge:
- Thorough understanding of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
- Familiarity with USAF/USSF authorities and procedures.
- Experience with various contract types, including Firm-Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), and Time-and-Materials (T&M).
- Skills:
- Excellent written and verbal communication skills.
- Strong analytical, problem-solving, and decision-making abilities.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
- Ability to work independently and as part of a team.
- Mentor and advisor to government staff
- Clearance: TS/SCI and SAP eligible
Desired Qualifications:
- Master’s degree in a related field.
- Certified Federal Contracts Manager (CFCM) or equivalent certification.
- Experience with specific acquisition software and tools.
