Job Description
Salary Range: $57,125 - $91,971
Purpose Of Classification
The purpose of this classification is to monitor the performance of and to analyze and review highly complex budget and fiscal operations and specialized procurement issues.
Essential Functions
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Develops and documents fiscal policies and procedures; reviews efficiency and effectiveness of financial operations, methods, processes, and procedures; and implements needed improvements.
Oversees the maintenance of numerous fund/subfund accounts; reviews long range revenue and expenditures estimates to ensure availability of funds; analyzes general ledger accounts for accuracy and appropriateness of transactions; reviews cash receipts and deposits, as well as journal, for accuracy; and prepares and submits related reports as required.
Develops and prepares or oversees the development and preparation of large agency budget; reviews existing plans; assists in integrating such plans into operating budget; reviews agency operating budget requests; makes recommendations regarding funding levels; analyzes and estimates revenue and expense trends; identifies and recommends alternatives; assists in drafting budget documents; and presents recommendations.
Reviews and analyzes specialized procurement issues; procures variety of goods and services in accordance with established purchasing and contracting policies and procedures; prepares terms, conditions and specifications; coordinates Invitations to Bid and Requests for Proposals for recurring, complex, or unique procurement/contracting actions; participates in pre-bid conferences; and prepares for and participates in complex contract negotiations to include license agreements, warranty, lease/purchase agreements.
Performs contract administration functions; monitors the execution of contracts to ensure that all contract provisions are met; and participates in negotiations and/or major contract changes with contractors prior to final approval by the Purchasing and Contracting Department.
Prepares BOC and agenda documents in coordination with the Purchasing & Contracting Department.
Minimum Qualifications
Bachelor’s Degree in Business Administration, Finance, Computer Science, or a related field; three years of experience in budget and financial management, purchasing or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license.
