What are the responsibilities and job description for the BSA Manager position at Del Norte Credit Union?
The BSA Manager supports the proper execution of the BSA/AML/CFT/OFAC Programs to ensure Del Norte Credit Union's compliance with all applicable state and federal laws and regulations, to include NCUA Rules and Regulations. Under the direction of the BSA Officer, the BSA Manager is responsible for implementing and administering all aspects of the Credit Union's BSA Program, including serving as the Deputy BSA Officer. The position plans, organizes and controls the day-to-day BSA Program activities while collaborating with the BSA Officer to administrate these directives for the Credit Union. In addition, this position will oversee the BSA staff.
Salary:
The pay range for this position is $71,370.62 to $89,213.28 annually. New hires typically brought into the organization at a rate between the range minimum and the range maximum, depending on the qualifications, internal equity and the budgeted amount for the role.
Essential Functions & Responsibilities:
- In coordination with the BSA Officer, develops and tracks the BSA staff and program metrics. Collaborates with the BSA Officer on quarterly and annual strategic planning priorities.
- Conducts secondary reviews and act as the escalation conduit for all due diligence and investigation reviews, and reviews SAR narratives, providing guidance and feedback to BSA staff as needed.
- Manages CTR reporting and the CTR exemption processes.
- Provides support, as needed, to the BSA staff to ensure service level agreements are met for all types of BSA/AML alert reviews, case investigations, and report filing timeframes (i.e. CTR and SAR).
- Reviews, approves, and submits outgoing 314(b) requests and responds to incoming 314(b) requested. Ensures compliance with 314(a) requests, including acting as a 314(a) administrator for the Credit Union’s FinCEN portal.
- Provide support to internal partner departments for review of new account documents to ensure the member-type is acceptable to the Credit Union and fits within the Credit Union's BSA risk profile, as well as to detect customer identification (CIP) issues and to ensure proper risk identification and applicable customer risk rating.
- Investigates and documents outcomes of any escalated OFAC alerts and cases.
- Assists in preparing various management reports, in addition to annual required regulatory reporting.
- Assists the BSA Officer in preparation for regulatory examinations and independent audits, assist in completing periodic BSA/AML/OFAC risk assessments.
- Stays current with industry news and regulatory updates. Understands key requirements from external entities such as auditors and regulators while ensuring procedures are implemented and maintained to meet these requirements.
- Serve as member of the Credit Union’s Compliance Committee to provide information on BSA related regulatory changes informing the Committee of any relevant changes needed in policies or procedures.
- Maintain ongoing development and maintenance of the Credit Union’s BSA AML software.
- Under the direction of the BSA Officer, leads regulatory compliance training efforts for all employees and officials.

Knowledge and Skills:
Experience:
Five years to eight years of similar or related experience.
Education:
(1)A bachelor's degree in business or related field and (2)Achievement of formal BSA/AML certification recognized in the industry (e.g. ACAMS, CBSAP)
Interpersonal Skills:
Work involves much personal contact with others inside and/or outside the organization for the purpose of first-level conflict resolution, building relationships, and soliciting cooperation. Discussions involve a higher degree of confidentiality and discretion, requiring diplomacy and tact in communication.
Other Skills:
- Must have good communication and leadership skills.
- Be proficient with ten key calculator and keyboard skills.
- Completion of recommended in-house courses during the first 12 months of employment and annual compliance courses.
Physical Requirements:
Requires sitting for extended periods of time.
Work Environment:
Office environment with frequent exposure to various forms of office equipment and technologies, such as audio visual and computers. Occasional travel to other worksites or offsite locations will occur on occasion.
