What are the responsibilities and job description for the Director of Federal/State Programs and Grants position at Del Valle Independent School District?
Primary Purpose:
The position is responsible in the management of the District’s State and Federal Programs. Develop and monitor compliance processes and systems to ensure that the district and Title I schoolwide campuses achieve and maintain 100% compliance with fiscal and programmatic accountability standards. The position will evaluate appropriate grants for ongoing, current or future projects and implement the grants program. This includes, but is not limited to, identifying, developing, recommending, monitoring, and responding to public and private grant opportunities. Plan with district personnel the various aspects of Federal/State/District grant programs.
Minimum Qualifications:
Bachelor's degree in Education, Business, or closely related field from an accredited college or university
Mid-management, principal or equivalent certification preferred
Must have valid driver’s license and available transportation to travel between multiple school sites in the DVISD area
Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50) paid by employee
Knowledge/Skills:
- Knowledge of federal regulations and state guidance concerning State and Federal Grant programs
- Knowledge of Title programs application and compliance procedures
- Knowledge of program improvement strategies and at-risk indicators
- Skill in interpreting the application of law and regulations pertaining to State and Federal funds for a large organization
- Advanced skill in analyzing financial activities, budget analysis and preparation and applying appropriate resolution to problem situations
- Skill in operating a variety of technology applications (Word, Excel, PowerPoint)
- Ability to maintain confidentiality of privileged and sensitive information
- Ability to organize and manage multiple complex tasks simultaneously and independently to meet deadlines

Major Responsibilities and Duties:

- Manages multiple stakeholders and complex grant development process, applying knowledge of educational content areas, district priorities, and proposal requirements to ensure that proposed strategies meet district needs while complying with grant guidelines
- Assist the Chief Financial Officer in the development of staffing and budget projections and budget monitoring.
- Assist campuses and departments with conducting and documenting the comprehensive needs assessment, developing plans to address their identified needs, and the annual evaluation of the Title programs.
- Assist Title I campuses with strategic planning for campus improvement
- Prepare necessary documentation and reports for fiscal accountability
- Prepare Title programs application, amendments and compliance reports.
- Assist the Director of Finance with the Title programs budgeting process including approval of all Title I and Title II fund expenditures
- Monitor Campus Improvement Plans (CIPs) for Title I campuses to ensure all components of schoolwide campuses are in the plans.
- Coordinate the Annual Title I evaluation and participate in district planning meetings for Title funds.
- Demonstrate awareness of district/community needs and initiate activities to meet those identified needs.
- Coordinate with the curriculum and instruction department to provide supplemental program services.
- Work with the Chief Academic Officer and District staff to project classrooms for supplementary staffing.
- Manage and monitor of fiscal and program activities.
- Develop and manage record-keeping systems that provide accurate and timely information.
- Provide accurate and timely input of all required data for program compliance.
- Review and revise applicable program handbooks and forms to ensure compliance.
- Establish communication systems that keep all parties well informed.
- Provide on-going monitoring and annual self-assessment of program effectiveness and correction of any areas of deficiency.
- Establishes operational objectives, work plans, timelines, and assignments for proposal development, determining how to use resources to meet objectives and schedules and collaborating with appropriate district staff and external partners
- Completes federal programs development process with minimal supervision, taking independent actions and making decisions as needed
- Oversees and engages in the grant writing process
- Ensures submission of complete and accurate applications within grant deadlines
- Reviews and routes MOUs, letters of support, and other application components in support of partner organizations applying for grants
- Collaborate across the organization to match internal plans with funder priorities in clear, thoughtful, engaging, grant-winning prose
- Coordinate the grant process by working with internal and external stakeholders to solicit, gather and assemble materials (budgets, graphics, program outcomes, etc.) and submit grants and reports on time and in an organized manner
- Provide grant management support to staff to ensure successful coordination of grant funded activities and projects; and ensure grant funds are used for appropriate purposes and within specified deadlines
- Assist with oversight of Campus Improvement Plans and Campus Needs Assessments as correlated to Federal/State/District grant programs.
